Phase I Environmental Site Assessment <br /> 3.3 SITE AND VICINITY CHARACTERISTICS <br /> The Site is bordered by the City of Lodi's WPCF storage ponds on the north,the WPCF on the east,a <br /> road and San Joaquin County's Vector Control fish-rearing ponds on the south,and the NCPA turbine <br /> facility and switching yard on the west. Properties beyond the adjoining uses are developed with <br /> agricultural fields,and Interstate Highway 5 adjoins the WPCF on east. The Site is bordered by chain- <br /> link fence on the east and west,by a berm on the north and a drainage ditch on the south. <br /> 3.4 CURRENT USES OF THE PROPERTY <br /> The southwestern portion of the property is currently paved and developed with a power plant support <br /> structure in the central southern area. The remainder of the Site is un-paved and is used as a lay-down <br /> area for construction materials associated with construction of improvements at the WPCF. <br /> 3.5 PAST USES OF THE PROPERTY <br /> Through record review,interviews with persons knowledgeable of the Site area,and historical aerial <br /> photograph observation,Carlton found that the Site property was used for agricultural purposes(row <br /> crops,pasture land)or open ground prior to its current uses. The property was used in the late 1980s for <br /> stockpiling bio-solids/sludge removed from the WPCF ponds during a lining project at that time. The <br /> bio-solids were removed from the Site following completion of the improvement project. The Site was <br /> used again for stockpiling pond sediment in about 2003 during maintenance of the ponds north of the Site <br /> used for industrial food-processing waste water. The stockpiled materials were again removed from the <br /> site following the pond-cleaning. <br /> 3.6 LANDUSE OF ADJOINING PROPERTIES <br /> Figure 2 of this report indicates current surrounding land use as well as Site features. Industrial power <br /> production and waste water treatment facilities border the Site on the west,north and east. Vector <br /> Control fish-rearing ponds border the Site on the south. Historical land use of the adjoining properties on <br /> the east and north appears to have been similar to the current uses since the 1970s.
