Phase I Environmental Site Assessment <br /> 5.2.5 Sanborn Fire Insurance Maps <br /> EDR's search of available Sanborn maps revealed no Sanborn Fire Insurance Map coverage for the Site and <br /> nearby vicinity. <br /> 5.2.6 Orphan Summary <br /> Review of EDR's list of poorly located sites in the searched databases(Orphan Summary)revealed one <br /> additional agency listed site in the immediate Site area or within ASTM recommended approximate <br /> minimum search radii. The listed site is the adjacent WPCF which is included in the HAZNET database. <br /> The listing indicates the facility manifests hazardous wastes shipped from the site. No indications were <br /> observed during the Site visit,or reports received during interviews,or records reviewed that indicated <br /> the handling of the listed wastes has affected the soil or groundwater on the Site. <br /> 5.3 AGENCY AND OTHER DOCUMENT REVIEW <br /> Telephone interviews were conducted with the Client's representative,a representative of the property <br /> owner,and a representative of the San Joaquin County Agricultural Commissioner regarding the Site(see <br /> Section 7.0 of this report). No reports of hazardous materials incidents at the Site were received from the <br /> representatives based on their knowledge of the Site. <br /> Following observation of a monitoring well near the southern boundary of the Site,Carlton conducted <br /> research in the California Regional Water Quality Control Board's internet web site records and found <br /> the latest Waste Discharge Requirements and Master Reclamation Permit(WDRs)issued by the <br /> Regional Board for the WPCF. The WDRs include requirements for groundwater monitoring on and <br /> adjacent to the facility. Carlton requested information from the WPCF representatives regarding results <br /> of groundwater analysis conducted according to the WDRs. Representatives of the WPCF forwarded a <br /> copy of the February 2008 groundwater monitoring analysis results for the facility for review. Review of <br /> the data sheets indicates that 16 wells have been constructed on and in the general vicinity of the WPCF, <br /> and one of the monitoring wells is located near the southeastern corner of the Site property. The physical <br /> presence of the well should be taken into consideration when planning improvements and structure <br /> locations for the Site project. <br /> 5.4 HISTORICAL USE INFORMATION <br /> As described in Section 3.5 of this report,Carlton found that the property was used for agricultural <br /> purposes(row crops,pasture land)or open ground prior to its current uses. Following construction of <br /> the WPCF in the 1960s,the property was used for temporary stockpiling bio-solids/sludge removed from <br /> the WPCF ponds during a lining project in about 1989,and for temporary stockpiling of pond sediment in <br /> about 2003 during maintenance of the ponds north of the Site used for industrial food-processing waste <br /> water. The stockpiled materials were removed from the site following the improvements/maintenance. <br /> 5.4.1 Historical Map Review <br /> A review of historical Topographic Quadrangle maps from 1910(7.5'series,1:31680),1947(15'series, <br /> 1:50000),1952(7.5'series,1:24000),1968 photorevised 1952 map(7.5'series,1:24000),1978(7.5'series, <br /> 1:24000)and 1993(7.5'series,1:24000)was conducted for the Site. No structures or development are <br /> indicated on the maps up to the 1968 photorevised map where structures in the easternmost area of the <br /> WPCF are shown. More development including the wastewater ponds northwest of the treatment <br /> facility structures is indicated on the 1978 and 1993 maps. The NCPA power plant is not indicated on the <br /> most recent(1993)map.
