stantec <br /> PEA WORKPLAN <br /> Proposed Lodi Energy Center Site <br /> Lodi, California <br /> 1.0 INTRODUCTION <br /> Stantec Consulting Corporation (Stantec), on behalf the City of Lodi (City), presents this <br /> Preliminary Endangerment Assessment (PEA) Workplan for the proposed Lodi Energy Center <br /> (LEC) (Site; Figures 1 and 2). This Workplan (and included Site-Specific Health and Safety Plan <br /> [SSP], Sampling and Analysis Plan [SAP] and Quality Assurance Project Plan [QAPP]) details the <br /> scope of work that Stantec will perform to address PEA requirements issued by the California <br /> Department of Toxic Substances Control (DTSC). <br /> The Northern California Power Agency(NCPA) is proposing to construct on City of Lodi property a <br /> natural gas-fired electrical power generation facility (LEC) on a 4.4 acre portion (Site) of San <br /> Joaquin County APN 055-130-16 in Lodi, California. Environmental review of this proposed <br /> facility by NCPA identified impacts to soil during a recently completed environmental site <br /> assessment. The lead agency, California Energy Commission (CEC) subsequently requested <br /> additional assessment of the Site under DTSC oversight. Therefore, this PEA Workplan has been <br /> prepared as part of DTSC requirements for completion of a PEA. <br /> 1.1 REGULATORY GUIDANCE <br /> The proposed site assessment described in this Workplan was developed in general <br /> accordance with the following regulatory guidance documents: <br /> • DTSC Preliminary Endangerment Assessment Guidance Manual, June 1999; <br /> • DTSC Guidance Document for the Implementation of USEPA Method 5035; <br /> Methodologies for Collection, Preservation, Storage and Preparation of Soils to be <br /> Analyzed for VOCs, November 2004; <br /> • USEPA Quality Assurance Guidance for Conducting Brownfields Site Assessments, <br /> September 1998; <br /> • Chapter 9 of SW-846 Update III; and <br /> • ASTM D-2488. <br /> PEA WP-Lodi 1 August 13,2009 <br />
