M � <br /> Stantec <br /> PEA WORKPLAN <br /> Proposed Lodi Energy Center Site <br /> Lodi,California <br /> 2.0 SITE DESCRIPTION AND BACKGROUND <br /> 2.1 SITE DESCRIPTION <br /> The Northern California Power Agency (NCPA) is proposing to construct on City of Lodi <br /> property a natural gas-fired electrical power generation facility (LEC) on a 4.4 acre portion (Site) <br /> of San Joaquin County APN 055-130-16 in Lodi, California. NCPA contracted Carlton <br /> Engineering Inc. (Carlton) to perform a Phase I Environmental Site Assessment (ESA) at the <br /> Site. The June 30, 2008 ESA did not identify any recognized environmental conditions (ASTM <br /> 1527) at the Site, but did identify several potential environmental concerns (PECs). <br /> The Site address is 12745 N. Thornton Road in Lodi, California. The 4.4-acre parcel of land is <br /> undeveloped, irregularly shaped, and bound by the following adjacent properties: White Slough <br /> Water Pollution Control Facility (WPCF) (east), treatment and holding ponds associated with the <br /> WPCF (north), existing NCPA Combustion Turbine Engine Project #2 (STIG plant) (west), and <br /> the San Joaquin County Mosquito and Vector Control Facility (SJCM&VCF) (south). <br /> 2.2 SITE BACKGROUND <br /> 2.2.1 Previous Reports <br /> The historical and environmental background of the Site and vicinity have been documented in <br /> prior reports, which include the following: <br /> • Soil boring logs and monitoring well construction diagrams for monitoring wells WSM-3 <br /> (located on the Site), WSM-2 and WSM-4 (adjacent to the Site) prepared by ERM-West <br /> on behalf of the City of Lodi dated April 1989; <br /> • Final Report City of Lodi White Slough WPCF Soil and Groundwater Investigation <br /> Existing Conditions Report prepared by West Yost Associates on behalf of the City of <br /> Lodi dated September 2006; <br /> • Geotechnical Feasibility Study prepared by Carlton Engineering on behalf of NCPA <br /> dated July 2007; <br /> • Phase I ESA prepared by Carlton Engineering, Inc. on behalf of NCPA dated June 2008; <br /> • Phase II ESA prepared by CH2MHill on behalf of NCPA dated February 26, 2009; and <br /> • Multiple documents for the Site available at CEC Docket 08-AFC-10 (website <br /> http://www.energy.ca.gov/sitingGases/lodi/index.htmi ). <br /> Based on the Phase I ESA results, the CEC requested that NCPA conduct field sampling and <br /> soil analyses to adequately characterize the presence of harmful chemicals at the Site and <br /> discuss potential risks to construction or plant personnel from these chemicals. In compliance, <br /> NCPA directed CH2M HILL to perform a limited Phase II ESA to obtain data to comply with the <br /> CEC request. On February 2, 2009, CH2M HILL performed preliminary soil sampling and <br /> PEA WP-Lodi 2 August 13,2009 <br />
