19 q <br /> Beck Property,Tracy,CA November 1988 Site Investigation <br /> RECOMMENDATIONS <br /> The results and findings presented within this Report of Site Investigation are being <br /> submitted to the State DHS for review and a written evaluation of the site's <br /> characterization and an assessment as to whether or not the oil residues pose a significant <br /> threat to environmental quality or the public's health and safety. <br /> Upon full implementation and assessment of the site investigation program conducted at <br /> the Beck property, AEMC is prepared to present its recommendations for property action <br /> relevant to the subsurface oil contamination. <br /> The physical structure, location, depth, and past utilization of the oil reservoir has been <br /> thoroughly documented and identified during the past three years of site investigation and <br /> research activities. The exact method and facilities used to fill the reservoir by SPRR <br /> during 1926 to 1945 has not been positively identified after exhausting all available <br /> resources. AEMC believes some additional research and investigation could possibility <br /> shed additional light on these reservoir operating practices. <br /> There exists no evidence (analytical or research) to suggest that the reservoir contained <br /> anything other than locomotive fuel oil (Bunker "C" - bottoms of crude oil distillation <br /> processes). Further, there exists no evidence in the reservoir and oil residue to suggest that <br /> disposal of industrial waste occurred onsite. No further characterization of the nature or <br /> source of the oil contaminants is necessary. <br /> The recent site investigation did identify analytical and photographic evidence to suggest oil <br /> gas/vapors are migrating upwards through the soil column. AEMC recommends that a <br /> soil/gas analysis of the property surface soil be performed in order to substantiate this <br /> recent evidence. If hydrocarbon gases are confirmed in the surface soil, AEMC would <br /> recommend a toxicological evaluation to ascertain if these gases pose any threat to public <br /> health and safety - given the proposed future land uses. <br /> The groundwater investigations conducted at the Beck property have conclusively <br /> characterized that the oil residues are bound in the soil matrices and do not pose a <br /> significant threat to groundwater quality. AEMC recommends no further groundwater <br /> investigation, other than periodic monitoring of the existing four wells. <br /> Page 26 <br />
