• <br /> INTRODUCTION <br /> • <br /> American Environmental Management Corporation (AEMC) developed this Investigation <br /> Workplan in response to general comments and guidelines of the State Department of <br /> Health Services (DHS). DHS comments were communicated by letter, dated 24 March <br /> • 1988, to Beck Development Company (Beck) in response to Beck's application (February <br /> 1988) for a DHS determination that the Tracy parcel is a nonhazardous waste site. <br /> Beck Development Company owns the subject 45-acre parcel, located northeast of the <br /> • intersection of the Southern Pacific Transportation Co. right-of-way and Corral Hollow <br /> Road in Tracy, California. Southern Pacific owned and operated a 3,000,000 barrel <br /> reservoir for the storage of fuel oil designated for locomotive engines. Current <br /> environmental and public health issues related to the residues of this reservoir are the <br /> • focus of the proposed site characterization. <br /> Please refer to the Property Fact Sheet (Attachment 1) for a more complete identification <br /> of the Beck parcel and a listing of AEMC reports which represent site characterization <br /> • efforts accomplished to date. In addition, under the direction of DHS, the Radian <br /> Corporation prepared a draft Preliminary Site Assessment Report (10 February 1988) for <br /> the Beck parcel. Radian assessed the site history, physical characteristics, AEMC's <br /> investigation work, and presented conclusions/recommendations. <br /> • <br /> The Regional Water Quality Control Board (RWQCB) has been regulating the <br /> groundwater quality aspects of the property investigation for the past 1-1/2 years. <br /> Although no degradation of groundwater quality has been quantified, the RWQCB <br /> • recently requested Beck Development, by letter dated 4 April 1988, to extend the well <br /> monitoring program for an additional six months. AEMC and Beck Development have <br /> developed this Investigation Workplan with the understanding that the DHS Property <br /> Evaluation Unit would fully accept and recognize the RWQCB's findings and conclusions <br /> • on groundwater quality concerns at the property. <br /> This Workplan presents the objectives, procedures, and strategies for AEMC's <br /> implementation of the environmental investigation at the Beck property. <br /> • <br /> 1 <br /> • <br />
