• <br /> INVESTIGATION OBJECTIVES AND PROCEDURES <br /> • <br /> The objectives of the additional site characterization work at the Beck Development <br /> property in Tracy are: <br /> • 1) To determine the location and extent of contamination from residual oil inside <br /> the reservoir; <br /> 2) To determine whether suspected contamination of soil beneath the reservoir <br /> • has degraded or threatens to degrade groundwater quality; <br /> 3) To determine the type and location of fuel oil transfer facilities and whether the <br /> operation of these facilities resulted in significant environmental <br /> contamination; and <br /> • <br /> 4) To determine whether there exists oil contaminants in the surface soil which <br /> could result in a hazard from windblown contaminated dust particles. <br /> • The Engineering Division of AEMC will implement and direct all site investigation <br /> activities as specified in the following Sampling/Analytical Plan. AEMC will subcontract <br /> with an experienced drilling company to auger the sample boreholes and to establish the <br /> fourth monitoring well. A licensed surveyor will be subcontracted to visually identify and <br /> • map the perimeter (reservoir) and sampling points. All analytical services will be <br /> performed by two State certified hazardous material testing facilities: AEMC <br /> (Certification No. 210) and Eureka Laboratories (Certification No. 108). <br /> • Field sampling and laboratory services utilize equipment, methods, and QA/AC <br /> procedures in strict compliance with procedures established in "Test Methods for <br /> Evaluating Solid Waste", EPA Document SW-846, November 1987. In addition, each <br /> laboratory has developed and implements an updated quality assurance program and <br /> • manual, a copy of which is on file with State DHS. <br /> • <br /> 2 <br /> • <br />
