Operations included garage door manufacturing
and the fabrication and manufacture of other sheet metal
products. The Dallas Corporation purchased the facility in
1983 and expanded the operations. Current processes include
the fabrication, cleaning, painting, storage and shipment of a
variety of galvanized steel doors.
The surface impoundment (pond) was constructed by Lodi Door and
Sheet Metal Company in the early 1960s and was used as a
settling basin and evaporation pond for various process wastes.
There are no records of the exact wastestreams which entered
the pond prior to the 1983 purchase by Dallas Corporation.
Since 1983 , rainwater run-off and waste rinse waters from
various plant operations have been disposed in the pond. Solid
wastes and solvents have been containerized, and managed at
permitted offsite facilities.
In response to state laws and regulations, Overhead/Lodi Door
ceased discharge to the pond in November 1985. The liquids
were removed and the sludge allowed to dry for subsequent
removal and disposal to a permitted disposal facility. Draft
closure . plans were submitted in 1986 and 1988 with a final
draft submitted in February 1990. A Hydrogeologic Assessment
Report (HAR) to comply with Health and Safety Code Section
25208 was submitted in November 1987 with several amendments
filed in 1988 and 1989 .
