-2- <br /> The 1990 Closure Plan was reviewed by DHS and the Central <br /> Valley Regional Water Quality Control Board (CVRWQCB) for <br /> completeness and compliance with Titles 22 and 23 of the <br /> California Code of Regulations. The Closure Plan defines the <br /> final steps to be taken to fully characterize any remaining <br /> contaminated soil, excavate and dispose of the soil and then <br /> backfill the hole with clean soil and an asphalt cover. The <br /> Closure Plan also discusses post-closure activities including <br /> groundwater monitoring. <br /> A Negative Declaration has been prepared by DHS and the Dallas <br /> Corp. to meet the requirements of the California Environmental <br /> Quality Act (CEQA) . This document states that the closure will <br /> have no significant adverse impact on public health or the <br /> environment. The Closure Plan, the HAR and the Negative <br /> Declaration are available for public review at the Lodi Public <br /> Library and the Sacramento Regional office of the Toxics <br /> Substances Control Program.
