-2-
The 1990 Closure Plan was reviewed by DHS and the Central
Valley Regional Water Quality Control Board (CVRWQCB) for
completeness and compliance with Titles 22 and 23 of the
California Code of Regulations. The Closure Plan defines the
final steps to be taken to fully characterize any remaining
contaminated soil, excavate and dispose of the soil and then
backfill the hole with clean soil and an asphalt cover. The
Closure Plan also discusses post-closure activities including
groundwater monitoring.
A Negative Declaration has been prepared by DHS and the Dallas
Corp. to meet the requirements of the California Environmental
Quality Act (CEQA) . This document states that the closure will
have no significant adverse impact on public health or the
environment. The Closure Plan, the HAR and the Negative
Declaration are available for public review at the Lodi Public
Library and the Sacramento Regional office of the Toxics
Substances Control Program. The addresses are:
Department of Health Services Lodi Public Library
Toxic Substances Control Program Reference Desk
Region 1 201 W. Locust St.
10151 Croydon Way Lodi, CA 95240
Sacramento, CA 95827
Any interested person may submit written comments on the
Closure Plan and the Negative Declaration. All comments should
be sent to the DHS address above during the public review
period, May 11, 1990 to June 8, 1990. All comments received
will be addressed by DHS and will be included in the
administrative file.
For more information, contact the Permit Project Manager,
Linda D.
