As noted in the memorandum, it appears that the field work
completed to date may be sufficient. The interpretation, other than the
results of recent soil sampling and analysis, shn,tld be Submitted with. the
year end interpretation of monitoring data by 1 February 1990.
We agree in concept with clean closure of this surface impoundment.
Background levels of nickel and zinc have been established in the past, and
should be used to guide the cleanup. It remains to be seen whether removal of
all soils with levels of nickel and zinc greater than background is feasible.
We are looking forward to receiving the results of your current investigation
into the extent of the soil contamination around the surface impoundment by 8
December 1989 as you indicated in your letter of 19 October 1989.
A revised closure plan based on this investigation should be submitted to the
Regional Board and the Department of Health Services (DHS) . In your letter
you indicated that a "schedule for revising the closure plan" will be
submitted by 8 January 1990. The closure plan should be completed in a time
frame which allows for review by the Board and DHS, public notice and a public
hearing by DHS, and implementation at the onset of the dry season (May 1) .
I will not be working for the Regional Board after 17 November 1989. My
supervisor, Greg Vaughn, will continue to coordinate Board involvement with
this site. If you have any questions regarding this letter or the enclosed
memorandum, please call Greg Vaughn at (916) 361-5743.
ROBERT L.
