CEHD provided regulatory oversight for the case identified as San Joaquin Count Case <br /> The SJ p g 1'Y g R Y <br /> No. 00688 until June 30,2015. After July 1, 2015, regulatory oversight was transferred to the <br /> RWQCB as Case#391083. <br /> From 1999 through 2017 approximately nine phases of site characterization investigative work <br /> were completed by AGE entailing the advancement of approximately ten soil borings,commonly <br /> to 20 feet below ground surface(bgs). <br /> Muir was retained by the property owner in 2018 to complete remaining required investigative <br /> work. An additional seven soil borings were drilled and completed as shallow soil gas wells. <br /> One additional groundwater monitoring well was drilled and completed as LA-MW4. Muir <br /> submitted a Case Closure and Summary Report in January,2020(Muir,2020a)to the RWQCB. <br /> The report concluded that the site conditions met all of the general and media-specific criteria <br /> established in the California State Water Resource Control Board(SWRCB)Low Threat <br /> Underground Storage Tank Case Closure Policy(LTCP). <br /> RWQCB staff concurred with Muir's site closure recommendation. Muir prepared and <br /> submitted a Public Notice Fact Sheet(Muir,2020b)to the RWQCB during April 2020. Public <br /> notification was conducted from May to August 2020. RWQCB staff received no comments <br /> during the public comment period. By letter dated August 31,2020, the RWQCB directed a <br /> well destruction workplan be submitted for destruction of the remaining three(3)groundwater <br /> monitoring wells(LA-MW1, MW2 and MW4)and the seventeen(17) soil gas wells and/or soil <br /> gas sampling points (Figure 7). <br /> This workplan has been prepared to describe how the remaining groundwater monitoring and <br /> soil gas wells or vapor sample points will be properly destroyed. This workplan is submitted to <br /> the RWQCB for review and approval. Upon RWQCB approval the applications for the required <br /> permits will be prepared and submitted by the licensed driller and explosives contractor to the <br /> SJCEHD for review and approval. Upon approval of permits from SJCEHD the scope of work <br /> will be conducted within ninety(90)days of permit issuance.
