Item 19 — Written operating instructions and records re wastes treated not on site. The <br />company is preparing improved documentation covering operation of the wastewater <br />pretreatment plant (and the truck trailer wash facility). Records of wastes treated are <br />maintained and are quite comprehensive. This is required by the City of Stockton, MUD, <br />as part of the discharge permit (wastes treated are the wash water from trailer washes; <br />these must be on an approved list from the MUD). <br />Item 33 — updated Financial Assurance Certificate enclosed. <br />Item 44 — failed to implement the contingency plan by notifying the OES of a release of <br />sodium hydroxide. The Environmental Manager decided that, since the release was fully <br />contained within the secondary containment, and that air, soil and surface water were not <br />affected, he would delay notifying the OES until the EHD inspection, which was <br />underway, was complete. Should this situation arise again, the inspector will be asked to <br />wait until the notification has been completed. <br />A copy of the Emergency Release Follow -Up Notice Report is attached. <br />Item 46 — Contingency Plan not on site. There were several copies of the contingency <br />plan (or parts thereof) on site, both as part of other documents — i. e. Slug Discharge <br />Control Plan, and Storm Water Pollution Prevention Plan, and as a stand-alone document. <br />The filing and access system will be improved. <br />The Certification of Return to Compliance form will be submitted by July 26th as <br />requested. <br />Thank you for alerting us to several potential problems at the site.
