San Joaquin Street <br />Stockton, California 95201-0388 <br />Subject: Request for Extension, Certification of Compliance Conditionally Authorized Permit, <br />California Tank Lines, Stockton, California, Sierra -Pacific Project No. 92-038.5 <br />Dear Mr. Yoshioka: <br />Thank you for the opportunity to discuss the Checklist and Initial Verification Report that was <br />completed following a June 5, 1995, inspection of California Tank Lines, Inc. (CTL) facility at 3105 <br />South El Dorado Street, Stockton, California. Sierra -Pacific Groundwater Consultants, Inc. (Sierra - <br />Pacific) is, presently working with CTL to address the deficiencies identified during this inspection. <br />The objective of this letter is to: <br />• Provide the San Joaquin County Public Health Services (County -PHS) with a status <br />report summarizing our progress in addressing outstanding compliance items, and <br />• Request a 60 -day extension to develop and implement these compliance items. <br />Each of the objectives is described below in greater detail. <br />A. SUBMITTAL DELAY <br />Delinquency in the prompt return of the Tiered Permitting Certification of Compliance resulted from <br />unintentional mitigative circumstances. CTL's Environmental compliance manger was on jury duty <br />during the last three weeks of June. Consequently, the results of the June 5, 1995 inspection were <br />forwarded to individuals that were unaware of the 30 -day compliance deadline. This issue has since <br />been resolved.
