In the C-RS (Rural Service Commercial) and C-X (Crossroads Commercial) electrified security <br /> fencing will be permitted subject to Director's Review as permitted by Development Title 9-1022.6, <br /> which was discussed as part of the existing ordinance above. <br /> Electrified security fencing is not proposed to be permitted in other commercial zones (C-FS <br /> (Freeway Service Commercial], C-N[Neighborhood Commercial], C-O [Office Commercial], C-L <br /> ILimited Commercial], and C-R[Recreation Commercial]). <br /> 4. The addition of required exterior fencing and setbacks for electrified fencing that are related to the <br /> type of fencing used for the protective barrier. <br /> All new electrified fences must be installed behind a protective barrier consisting of, at minimum, <br /> an open fence, and the electrified security fence must be setback a minimum twelve (12) inches <br /> from the protective barrier. If the protective barrier consists of fencing with open sections greater <br /> than three (3) inches in diameter, the setback is increased to three (3) feet. <br /> 5. The removal of current restrictions on electrified security fencing in the industrial zones, which <br /> prohibit electrified fencing from areas adjacent to residential areas. This requirement has been <br /> replaced by the addition of required protective barriers-consisting of solid= fencing when an <br /> electrified security fence is proposed next to any residentially planned,or residentially developed <br /> parcel. <br /> A protective barrier consisting of a minimum six (6) foot tall solid fence will be required when an <br /> electrified security fence is proposed next to any residentially planned, or residentially developed <br /> parcel. This applies to the installation of electrified fencing in all zones, and will mitigate for land <br /> use compatibility concerns as the fence will provide a physical barrier between any residence, or <br /> planned residential area, and electrified fencing. <br /> 6. The addition of restrictions regarding the type of electrified fencing and the requirement of signs <br /> marking the electrified-fencing. <br /> This text has not been modified from the original application heard in 2017. Signs must be placed <br /> at gates, and in thirty (30) foot intervals. Signs must include a written warning or commonly <br /> recognized symbols for shock and he a minimum of nine (9) inches by twelve (12) inches. <br /> 7. Increasing the permitted height for fencing for electrified fencing, which would allow for electrified <br /> security fencing to exceed the current height restrictions by two (2)feet, and result in a maximum <br /> height for electrified fencing of nine (9)to ten (10)feet depending on zone requirements. <br /> An electrified security fence will be permitted to exceed standard fence regulations by a maximum <br /> of two (2) feet, not to exceed ten (10) feet in total height. The Development Title allows for other <br /> types of security fencing(i.e., barbed wire) to be placed on top of standard fencing, and add up to <br /> an additional two(2) feet in height in commercial and industrial zones. This proposed text will allow <br /> the same provision for electrified security fencing. <br /> The requirements added in the revised text have mitigate concerns regarding potential safety and land use <br /> compatibility.
