Proposed Text <br /> The proposed Text Amendment application will amend the Fencing and Screening Chapter of the <br /> Development Title(Chapter 9-1022),which provides development regulations regarding fencing throughout <br /> San Joaquin County and a new subsection relating specifically to electrified security fencing. The proposed <br /> Text Amendment application will also amend Definitions Chapter of the Development Title(Chapter 9-110) <br /> by adding two additional defined terms. <br /> The text in its entirety is contained within the ordinance included in this Staff Report. In summary, the <br /> proposed Text Amendment application contains seven (7) components, which are listed below: <br /> 1. Definitions for "electrified security fence" and "protective barrier," which are two (2) terms used <br /> throughout the proposed text. <br /> This text has not been modified from the original application heard in 2017. These are terms used <br /> throughout the text. <br /> 2. Expanding permitted zones for electrified fencing from only the industrial zones to all industrial and <br /> agricultural zones, and some commercial zones. <br /> This item was modified based on meetings between the Community Development Department and <br /> the applicant to remove many commercial zones. Electrified security fencing will be permitted in <br /> only the C-C(Community.Commercial), (General Commercial), C-RS(R-ural Service Commercial,) <br /> and C-X(Crossroads Commercial)zones. <br /> 3. Addition of specific land use requirements for electrified fencing in the C-C (Community <br /> Commercial)and C-G-(General Commercial)zones, and additional review for C-RS (Rural Service <br /> Commercial) and C-X(Crossroads Commercial)-zones. <br /> This item has been added since the application was originally considered in 2017. Electrified <br /> security fencing will not be outright permitted in any commercial zone. <br /> In the C-C (Community Commercial) and C-G (General Commercial) zones, electrified security <br /> fencing will only be permitted accessory to the following use types: <br /> • Auction Sales <br /> • Automotive Sales & Services <br /> • Construction Sales <br /> • Construction Services-Light <br /> • Custom Manufacturing <br /> • Equipment Sales & Repair-Farm Machinery, Sales;Leisure <br /> • Nursery Sales& Services <br /> • Personal Storage <br /> • Transportation Services <br /> • Recreation—Marinas <br /> • Truck Sales & Services-Sales <br /> • Utility Services <br /> • Wholesaling &Distribution-Light <br /> • Communication Services <br /> San Joaquin County PA-1700084\Electric Guard Dog, LLC <br /> Community Development Page 4 <br />
