Weber Ave., 3'd Flr. <br /> P.O.Box 388 <br /> Stockton,CA 95201-0388 <br /> Morgan Environmental Services respectfully submits for your approval <br /> the following Work Plan developed for Union Pacific Railroad for the Diesel Fuel <br /> Spill that occurred on Sunday,March 16, 1997, at a location approximately one- <br /> half mile north of Harney Lane, Lodi,CA. <br /> Debris in between the railroad tracks caused the fuel tanks on two <br /> locomotives to be punctured resulting in the release of approximately 6000 gallons <br /> of#2 diesel fuel. The incident was reported in accordance with applicable <br /> regulations and a control number,97-1096 was issued from California Office of <br /> Emergency Services. <br /> The point of impact with the debris was approximately % of a mile north <br /> of the area where the train came to a stop. We estimate that 3500 gallons of diesel <br /> fuel has been absorbed in the ballast between the impact area and the area where <br /> the train came to a stop. We also estimate that an additional 2500 gallons of diesel <br /> fuel was spilled at the location where the train came to a stop. The diesel fuel <br /> accumulated on the right of way on both sides of the railroad track at this <br /> location. <br /> Work Plan: <br /> 1. Remove free liquid from the dirt road way on the right of way on the <br /> east and west side of the tracks at the train stop location. <br /> a.Completed 03/16/97- recovered approximately 1000 gallons by <br /> truck. The material was recycled. <br /> 2. Deploy hydrocarbon selective absorbent and hydrocarbon selective <br /> boom to contain spill site at train stop location.. <br /> a. Completed 03/16/97 <br /> 3. Remove heavily saturated soils from right of way on east and west side <br /> of the tracks at the train stop location. <br />
