(REI) for Stockton Metropolitan Airport, Chevron Environmental Management
Company, and A. G. Spanos Companies. A review of the case file was performed in response to the
requests for case closure. Note that the San Joaquin County Environmental Health Department
previously approved the method for wells destruction and directed public participation in a letter dated
30 June 2015, prior to transferring all Local Oversight Program cases to the Central Valley Water Board.
A case summary follows:
1) The Site is a former fuel storage facility (Fuel Farm) consisting of 19 underground storage tanks
(USTs) at an active public metropolitan airport owned by San Joaquin County. The Site is located to
the west of Lockheed Court and to the south of Lindberg Street in Stockton (Figure 1), is bounded by
commercial properties on all sides, and is currently used as a construction equipment storage lot.
Rydberg Creek (tributary of San Joaquin River) is approximately 1,200 feet to the southwest. The
majority of the Site's underground storage tanks (USTs), 15 of 19 USTs at the Fuel Farm and five (5)
additional USTs located outside of the Fuel Farm, were installed by the US Army Air Corps during
World War II.
2) The San Joaquin County Environmental Health Department (SJCEHD) issued four (4) Unauthorized
Release Reports on 6 August 1987, 30 April 1988, 19 June 1990, and 25 July 1997 after the removal
of 25 underground storage tanks across the entire airport (Table 1). The Site (Figure 2) contained 19
of the 25 USTs: USTs 1 through 15, and USTs 21 through 23. Career Aviation (CA) is a separate
USTs case located within the Site. USTs 15 through 20 are not included in the Site USTs since they
were not located at the Former Fuel Farm.
KARL E. LONGLEY SCD, P.E., CHAIR I PAMELA C.
