Page 1 of 3 3rd DRAFT TO: District Attorney - County of San Joaquin FROM: Doug Wilson, Supervisor, REHS Date : 11/6/89 Attention : David Ivey RE : Inspection of Dumpster @ Stockton Scavenger Yard, Navy Drive I entered the above site at 10: 15 a. m. on 11-6-89. Accompanying me on this inspection was Kasey Foley, REHS. At the above site there were members of O. E. S. Hazardous Materials Response Team, Dennis Fields, Kirk Lund, Dave Caraveo ; D. A. ' s Office Representatives, Dan Randolph and David Irey, and lastly, plus City Fire Department personnel. After doning an environmental Saranex suit and air purifying respirator ( level C) , I entered into the area of the dumpster accompanied by bES-and City Fire personnel. Prior to entry, the air in the dumpster was tested for cyanide gas by OES Staff. No cyanide gas was detected at that time and entry was allowed in Level C. Upon entering the dumpster and removing some of the material , I noted a large brown puddle mass near the inside entrance to the dumpster. This mass appeared to be approximately 4" thick and 1/2 feet in diameter. Above this area several clear plastic sacks of white powder were found. The white powder was dispersed throughout the paper and wood materials in the dumpster. The sacks which were found near the entry area weighed approximately 5 to 10 pounds each, for approximately a total of 40 pounds. Throughout the dumpster, numerous file boxes were noted. These boxes contained invoices from the years 1974 up to 1984. These invoices were listed under the name of Beaver Chemical. Moving further into the dumpster and removing more of the material from the top, a clear plastic bag was found which contained several small bottles mixed with in other refuse.
