Page 1 of 3 3rd DRAFT <br /> TO: District Attorney - County of San Joaquin <br /> FROM: Doug Wilson, Supervisor, REHS <br /> Date : 11/6/89 <br /> Attention : David Ivey <br /> RE : Inspection of Dumpster @ Stockton Scavenger Yard, Navy <br /> Drive <br /> I entered the above site at 10: 15 a. m. on 11-6-89. Accompanying me <br /> on this inspection was Kasey Foley, REHS. At the above site there <br /> were members of O. E. S. Hazardous Materials Response Team, Dennis <br /> Fields, Kirk Lund, Dave Caraveo ; D. A. ' s Office Representatives, Dan <br /> Randolph and David Irey, and lastly, plus City Fire Department <br /> personnel. <br /> After doning an environmental Saranex suit and air purifying <br /> respirator ( level C) , I entered into the area of the dumpster <br /> accompanied by bES-and City Fire personnel. Prior to entry, the <br /> air in the dumpster was tested for cyanide gas by OES Staff. No <br /> cyanide gas was detected at that time and entry was allowed in <br /> Level C. <br /> Upon entering the dumpster and removing some of the material , I <br /> noted a large brown puddle mass near the inside entrance to the <br /> dumpster. This mass appeared to be approximately 4" thick and 1/2 <br /> feet in diameter. Above this area several clear plastic sacks of <br /> white powder were found. The white powder was dispersed throughout <br /> the paper and wood materials in the dumpster. The sacks which were <br /> found near the entry area weighed approximately 5 to 10 pounds <br /> each, for approximately a total of 40 pounds. <br /> Throughout the dumpster, numerous file boxes were noted. These <br /> boxes contained invoices from the years 1974 up to 1984. These <br /> invoices were listed under the name of Beaver Chemical. <br /> Moving further into the dumpster and removing more of the material <br /> from the top, a clear plastic bag was found which contained <br /> several small bottles mixed with in other refuse. This clear bag <br /> was placed to the side for further investigation and possizile <br />
