CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 92-034 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> USC/A DIVISION OF HYDRITE CHEMICAL COMPANY <br /> CLASS II SURFACE IMPOUNDMENT <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region <br /> (hereafter Board) finds that: <br /> 1. USC/A Division of Hydrite Chemical Company (hereafter Discharger) <br /> discharges approximately 2,500 gallons per day of industrial wastewater <br /> from wash down and clean up operations to a 9,200-gallon equalization tank <br /> and then to a surface impoundment. <br /> 2. The surface impoundment is currently regulated by Waste Discharge <br /> Requirements Order No. 79-96, which is not in conformance with Title 23, <br /> California Code of Regulations (CCR) , Division 3, Chapter 15 (hereafter <br /> Chapter 15) . The surface impoundment has been in operation since 1979. <br /> Domestic wastewater is collected in a septic system and periodically <br /> hauled off by a commercial pumper. <br /> 3. The Discharger manufactures industrial cleaners and soaps. Products are <br /> manufactured by mixing various types of powder and liquid chemicals in <br /> batches. The mixtures are packaged and shipped as final products. <br /> 4. The Discharger intends to install a closed-loop system for the wash down <br /> wastewater that would eliminate discharge to the surface impoundment. <br /> These requirements allow the Discharger to either close the surface <br /> impoundment or, if the discharge cannot be completely eliminated, to bring <br /> the surface impoundment into conformance with Chapter 15. <br /> WASTES AND THEIR CLASSIFICATION <br /> 5. The Discharger proposes to continue to discharge ' designated wastes' to <br /> the surface impoundment for storage and solar evaporation until a closed- <br /> loop containment system is installed. Once the waste streams are self- <br /> contained, the Discharger plans to discontinue the discharge to the <br /> surface impoundment and close. Chapter 15 requires that 'designated <br /> wastes' be managed in a Class II waste management unit. <br /> 6. Prior to 1 May 1991, wastewater generated from chemical processing and <br /> cleanup operations flowed by gravity from the manufacturing building into <br /> a collection sump. Wastewater was pumped from the sump, through a 307- <br /> foot-long, 3-inch diameter PVC pipe to the surface impoundment. <br /> Currently, waste water flows from the collection sump to a 9,200 gallon <br /> equalization tank. The waste water is then pumped to the surface <br /> impoundment. Mixing and aeration of the surface impoundment wastewater is <br />
