WASTE DISCHARGE REQUIREMENTS -2-
USC/A DIVISION OF HYDRITE CHEMICAL COMPANY
CLASS II SURFACE IMPOUNDMENT
SAN JOAQUIN COUNTY
accomplished by pumping wastewater from the bottom of the surface
impoundment through 12 spray nozzles.
7. Raw materials used at the facility are divided into twelve chemical
groups: acids, bases, chlorinated compounds, defoamers, fabric whitening
agents, preservatives, anti-redeposition agents, surfactant anionics,
surfactant cationics, surfactant aphoterics, surfactant nonionics, and
solvents. Dyes and scents used in manufacturing at the plant are less
than 0.00129 percent and 0.50 percent, respectively, of total chemical
usage. No agricultural chemicals are manufactured at the facility.
8. The existing waste management unit was sampled and the following were
detected:
A) August 1990- Wastewater flow to the surface impoundment- 1 .5 to 13
pH, 1 ,800 to 64,000 mg/l TDS, 500 to 2,400 mg/l sulfate, 290 to
3,000 mg/l chloride;
B) August 1990- Surface impoundment wastewater- 62,000 to 64,000 mg/l
TDS, 16,000 to 17,000 mg/l sodium, 8,600 mg/l sodium, 0.1 mg/1
arsenic, less than 25 mg/l volatile organics;
C) August 1990- Surface impoundment sludge- 1 ,000 mg/kg 1 ,2
dichlorobenzene, 450 mg/kg naphthalene, 1 ,900 mg/kg 2-
methylnapthalene, 270 mg/kg phenanthrene, 210 mg/kg d-n-
butlyphthalate, 270 mg/kg fluoranthene, 380 mg/kg pyrene, 220 mg/kg
chrysene, 4.8 mg/kg arsenic, 41 mg/kg total chromium, 7.2 mg/kg
cobalt, 160 mg/kg copper, 31 mg/kg lead, 1. 1 mg/kg mercury, 22 mg/kg
nickel , 31 mg/kg vanadium, 100 mg/kg zinc; surface impoundment
sludge aquatic toxicity of LC50 of 625 mg/l and wastewater aquatic
toxicity of LC50 greater than 750 mg/l .
D) October 1991- Surface impoundment wastewater- Aquatic toxicity
testing resulted in an LC50 of greater than 500 mg/l for 4 samples,
0.58-0.80 mg/l arsenic, 10.5-10.9 mg/l boron, 3.0-4.2 mg/l nickel ,
23,300-23,800 mg/l sodium.
E) October 1991- Surface impoundment sludge- Aquatic toxicity testing
resulted in an LC50 of 653 mg/l for one vertical composite sample
adjacent to the discharge pipe and four sludge samples with LC50
values of less than 500 mg/l , ranging from 354-392 mg/1 .
9. Facility plant managers have stated that the chemical processing schedule
changes hourly. The schedule is based on the quantity and type of a
customer' s order.
