MONITORING AND REPORTING PROGRAM _6_ <br /> USC/A DIVISION OF HYDRITE CHEMICAL COMPANY <br /> CLASS II SURFACE IMPOUNDMENT <br /> SAN JOAQUIN COUNTY <br /> Sampling & Reporting <br /> Report in Parameter/Constituent <br /> Units of Frequency <br /> Flow gallons/day Monthly <br /> LCRS MONITORING <br /> Until the surface impoundment is closed, the LCRS shall be tested annually to <br /> demonstrate operation in conformance with waste discharge requirements. The <br /> results of these tests shall be reported to the Board and shall include <br /> comparison with earlier tests made under comparable conditions. <br /> LINER PERFORMANCE MONITORING <br /> Unless a closure plan is submitted by 1 July 1992, a Liner Performance Monitoring <br /> Plan shall be submitted to Board staff by 1 July 1992. This plan shall be <br /> submitted in conjunction with the Design Plans for retrofitting the impoundment <br /> liner required by Discharge Specification B.10 and Provision C.19 of this Order. <br /> This plan shall include, but not be limited to, the type(s) of equipment and/or <br /> methods proposed to monitor leachate penetration of the clay liners, the testing <br /> frequency, and the pass/fail criteria to evaluate liner testing. The monitoring <br /> system shall be sufficient to detect leachate penetration to a depth 12 inches <br /> above the base of each liner. <br /> The Discharger shall implement the above monitoring program on the effective date <br /> of this Order. <br /> Ordered by C yJ _ @"L <br /> WILLIAM H.
