INFORMATION SHEET <br /> USC/A DIVISION OF HYDRITE CHEMICAL <br /> CLASS 11 SURFACE IMPOUNDMENT <br /> SAN JOAQUIN COUNTY <br /> The USC Stockton facility manufactures industrial cleaners and soaps. The <br /> products are manufacturing by mixing various types of powder and liquid <br /> chemicals in batches. The mixtures are packaged and shipped as final <br /> products. Industrial wastewater has been discharged since 1979 to a clay- <br /> lined surface impoundment. These requirements revise existing Waste Discharge <br /> Requirement to bring the Discharger into compliance with Chapter 15 or to <br /> allow for closure of the surface impoundment when a closed-loop wastewater <br /> containment system is on line. <br /> The Discharger installed three monitoring wells in 1990 in the attempt to <br /> determine whether the surface impoundment has leaked. Volatile organic <br /> compounds were detected above their respective detection limits in wells <br /> furthest from the surface impoundment. These requirements allow for a <br /> corrective action monitoring program. <br /> The surface impoundment liquids contain approximately 24,000 mg/l sodium and <br /> traces of volatile organics. The surface impoundment sludge fails the <br /> freshwater aquatic toxicity test for hazardous wastes. These requirements <br /> prohibit the discharge of hazardous waste. <br />
