This is a revision to the <br /> previously presented plan submitted to the RWQCB [HI A,July 31, 1994 <br /> BACKGROUND <br /> 1, 1992)- <br /> BACKGROUND <br /> USC utilized a wastewater evaporation pond at the site until approximately 1992. HLA performed <br /> waste characterization investigations, soil sampling investigations,and implemented a groundwater <br /> monitoring program as a result of the RWQCBs concern that the pond did not meet the State of <br /> California requirements for the disposal of designated wastes. The liquids were characterized as non- <br /> hazardous and the pond sludge classified as hazardous (DTSC letter dated August 6, 1992). <br /> Since 1992, the pond has not received additional .wastewater and an enhanced evaporation program <br /> has been implemented. In October 1993, a pond cover was installed over the pond to segregate the <br /> pond wastewater from rainwater. The pond cover was modified in the spring of 1994 to utilize the <br /> solar heating potential of the black plastic cover for enhanced evaporation- There is currently <br /> approximately 24 inches of liquid remaining in the pond and an average 8 inches of sludge below the <br /> liquid. <br /> POND CLOSURE <br /> Pond conteul Removal <br /> Remaining liquids and sludges in the pond.will be suctioned off and discharged directly to <br /> transportation tankers or solidified in-place, excavated, and placed directly into gondola cars for <br /> transportation. It is estimated that 60,000 gallons of liquid and 3o,otio gallons of sludge remain in the <br /> pond- A production removal rate of 20,000 gallons per day is assumed The materials in the pond are <br /> currently being profiled for proper disposal. <br /> Six inches of material below the sludge will he removed. This material is assumed to be synthetically <br /> made voclay[as specified in the construction drawingsl, clay, or a bentonite-clay mixture.
