COVEY AUTO EXPRESS,Stockton, CA INSPECTION SUMMARY 21 Jan 2014 <br /> 1444 EI Pinal Drive, Stockton,CA 95205 <br /> 1 certify that I inspected and/or tested the non-buried tank at this facility on 21 Jan 2014. 1 am a STI <br /> certified inspector,Steel Tank Institute, Level II, AST 8AC 18709. Results are attached. <br /> The facility has several used oil holding tanks, supporting on site vehicle maintenance activities. <br /> Findings of the formal STI Exterior Tank Inspection include: <br /> FINDINGS <br /> Tank 1, A nominal 480 GA, horizontal double wall steel UL 142 AST "Eco Lube Cube" <br /> A detailed "formal exterior inspection"was performed in accordance STI Standard SP001, ed. S. <br /> The AST was found to be serviceable and in very good condition. The integral secondary <br /> containment for the 480 GA double walled tank system was empty but residue on bottom indicated <br /> past introduction. AST is clean,sound, properly sized and in very good condition,with the following <br /> exceptions. The 4 1N PVC shipping plugs in the secondary shell should be replaced with a 4 IN NPT <br /> metal plug.Auditable overfill alarm should be installed on plastic float actuated gauge <br /> Tank 2, A nominal 500 GA, horizontal cylindrical single wall steel UL 142 AST <br /> A detailed"formai exterior inspection"was performed in accordance STI Standard SP001,ed. 5. <br /> The AST was found to be serviceable but in fair condition due to a large dent. Only support is wood <br /> timber to keep from rolling. The single threaded 2 IN NPT inlet limits ability to vent or install <br /> permanent content gauge. Paint is good. Signage indicates contents and accumulation start date. <br /> Signage indicated that waste oil was recently picked up from tank <br /> Tank 3, A nominal 275 GA, obround single wall steel UL 80 AST painted red with one 2 IN NPT <br /> opening on the top.The AST was found to be serviceable and in good condition supported on four <br /> steel 1-1/2 IN pipe legs about 4 IN above the floor. Openings were not plugged. Paint is good.Signage <br /> indicates contents and accumulation start date. Signage Indicated that waste oil was recently picked <br /> up from tank <br /> Tank 4, A nominal 275 GA, obround single wall steel UL 80 AST painted blue with four 2" NPT <br /> openings on the top.The AST was found to be serviceable and in good condition supported on four <br /> steel 1-1/2 IN pipe legs with casters about 4 IN above the floor. Openings were not plugged. Paint is <br /> good.Signage indicates contents and accumulation start date.Signage indicated that waste oil was <br /> recently picked up from tank <br /> Tank 5, A nominal 200 GA,vertical cylindrical single wall polyethylene AST containing Used <br /> Antifreeze(Ethylene glycol and water) is located in the vehicle shop interior near the bulk oil <br /> containers. No damage was noted.The container is situated on the finished concrete shop floor and <br /> provides direct visual gauging of contents through the translucent about a %IN thick single <br /> polyethylene wall.Tank is clean and signage indicates contents and waste accumulation start date. <br /> RECOMMENDATIONS: <br /> Tank 1, An ongoing monitoring and recording program should be employed to verify that suggested <br /> battery powered overfill annunciator works and the interstitial void is dry.Alarm should notify when <br /> AST reaches 95%capacity level. Paint is good and signage indicates contents and accumulation start <br /> date. <br /> Tank 2. Permanent support is necessary to stabilize the horizontal cylindrical AST and raise it above <br />
