Stockton,CA <br /> 1444 EI Pinal Dr. <br /> Stockton,CA 95205 <br /> TANK ASSESSMENT WASTE OIL HOLDING AST <br /> January 21,2014 Inspection <br /> This assessment is for a 480 GA Double Wall Steel Rectangular AST containing Waste Oil located in the <br /> shop building's interior northeast corner of Covey Auto Express Inc. Stockton,CA. The facility services <br /> truck vehicles including draining and replacing motor oil. Due to business volume they are classified as a <br /> "Large Quantity Generator".Tank inspection was by Daniel K. (209)464-0016 <br /> CONTAINMENT ASSESSMENT <br /> The double wall steel AST is located on the finished concrete floor near the east wall of the shop <br /> building.The original manufacturer's label is on the tank.The attached UL Tag Number is P794796.The <br /> manufacturer's label indicates it was manufactured in Bakersfield,CA in March 2007 by Containment <br /> Solutions,Incorporated.The integral secondary containment of the waste oil AST provides secondary <br /> containment capacity for failure of the 480 GA"hazardous waste"containing primary tank. <br /> Manufacturer's design for the"Eco LubeCube"AST was verified with Elaine at Containment Solutions, <br /> (661)399-9556. <br /> The subject waste oil AST is supported on the concrete floor with three flat,flanges down 2 inch channel <br /> steel skids providing about 0.06 feet of clearance under the exterior tank's shell above the concrete <br /> floor, resulting in a visible path in the event of leakage. <br /> Collected waste oil is transferred to the AST from a caster mounted collection pan or other containers <br /> via an Allemite pneumatic transfer pump with a 1 inch reinforced hose or into an Allemite receiving <br /> funnel. There is no method to prevent overfilling in the event of operator inattention, however,the <br /> quantities transferred are defined and periodic.With an awareness of the tank's waste oil level,the <br /> transfers do not threaten over filling between reclamation pickups.It is possible that the intermittent <br /> storage of the suction pipe in the adjacent4 inch opening into the convenient secondary containment <br /> has resulted in drainage Into the interstitial cavity to a depth measured at less than a Y.inch.This <br /> practice should be discontinued. <br /> The floors finished concrete surface and proximity to service technicians provide a Continuous Release <br /> Detection Method(CRDM)with visible indication of spillage prior to ground contact.Additionally, <br /> ongoing regular monitoring of the secondary interstitial void will alert the operator to failure of the <br /> primary tank. <br /> Daily observations for visible signs of leakage are to be recorded by Covey Auto Express Inc.staff. <br /> Records are to be maintained on site for 3 years. <br />
