The site is relatively flat and <br /> consists of a large building which houses offices and equipment necessary for the production of <br /> the wire products, a wastewater treatment system, and a large storage yard. <br /> SWPC first opened the prestressed concrete strand manufacturing plant in Stockton, California in <br /> 1979.
