.. ..
SUMIDEN WIRE PRODUCTS CORPORATION
WKA No. 2714.01
August 18, 1994
Page 3
An industrial wastewater treatment plant is located on-site and serves in treating process water
associated in the manufacturing of the wire products. The purpose of the treatment plant is to
neutralize water generated from the acid fume scrubber and overflow from the rinse water baths.
Rinse water used to rinse the wire products which have previously been submerged in a sulfuric
acid pickling bath, combines with the sulfuric acid water generated from the acid fume scrubber.
The purpose of the sulfuric acid pickling bath is to remove rust and scale from the wire products,
and the purpose of the acid fume scrubber is to withdraw and treat acidic fumes generated from
the sulfuric acid pickling bath. The combined wastestream is treated by simple neutralization
with the addition of caustic soda. Once the wastewater is neutralized, it is discharged to the city
sewer.
After the wire products are rinsed in the rinse water baths, the wire is submerged in a Borax
solution. In January, 1994, SWPC replaced the use of a zinc phosphate solution with a borax
solution. The purpose of the borax solution, as with the former zinc phosphate solution, is to
coat and protect the wire products once they have been rinsed in the rinse water baths. The
borax solution proves to be less expensive, does not generate a residual as did the zinc phosphate
solution, and is equally effective in coating the wire products.
SECONDARY CONTAINMENT
After extensive agency review, it has been concluded that secondary containment of the existing
sulfuric acid rinse water sump and emergency evacuation sump is not required. Additionally, the
existing aboveground storage tanks comply with secondary containment under the Uniform Fire Code
and require no further upgrading or replacement. Further discussion is provided below.
Sulfuric Acid Bath Hot and Cold Rinse Water Baths and Borax Aboveground Storage Tanks
Under the Uniform Fire Code, Division III, Section 80.301, drains shall be directed to a containment
system or other location designed as secondary containment for the hazardous materials liquids and
NOV
WALLACE•KUH
