SUMIDEN WIRE PRODUCTS CORPORATION
W CA No. 2714.01
August 18, 1994
Page 4
fire-protection water, or the building, room or area shall be designed to provide secondary
containment of hazardous material liquids and fire-protection water through the use of recessed floors
or liquid-tight raised sills.
Secondary containment shall be designed to retain the spill from the largest single container plus the
design flow rate of an automatic fire-extinguishing system(where applicable) for the area of the room
or area in which the storage is located or the system design area, whichever is smaller. The
containment capacity shall be capable of containing the flow for a period of 20 minutes.
If the storage area is open to rainfall, the secondary containment shall be designed to accommodate
the volume of a 24-hr rainfall as determined by a 25-year storm. When curbs are used, provisions
shall be made for draining accumulations of ground water or rainwater. When secondary
containment is required, a monitoring method capable of detecting hazardous material leakage from
the primary containment into the secondary containment shall be provided.
After conducting site visits and researching the existing secondary containment systems associated
with the aboveground storage tanks, it has been concluded that the existing emergency evacuation
tank serving as secondary containment meets the requirements of the Uniform Fire Code, Division
III, section 80.301. The secondary containment system includes a bermed area equipped with drains
capable of directing a flow, caused by a leak or spill, to an emergency evacuation tank. The
emergency evacuation tank is capable of containing the capacity of the largest aboveground storage
tank plus a capacity of 10 % of the other aboveground storage tanks. A telephone conversation with
Mr. Curt Hambrick of the City of Stockton Fire Department on July 13, 1994, reinforced this
conclusion regarding secondary containment. Additionally, the aboveground storage tanks are not
subjected to rainfall or an automatic fire-extinguishing system.
Sulfuric Acid Rinse Water Sump
Based on extensive review with the State Resources Control Board, it has been concluded that the
sulfuric acid rinse water structure is not regulated as an underground storage tank, and is defined as
`O%
WALLACE•KUHL
