Employees hired after the effective date of these regulations shall not work in unsupervised positions until they have completed the training requirements of subsection (a) of this section. (c) Facility personnel shall take part in an annual review of the initial training required in subsection (a) of this section. (d) The owner or operator shall maintain the following documents and records at the facility: (1) the job title for each position at the facility related to hazardous waste management, and the name of the employee filling each job; (2) a written job description for each position listed under subsection (d)(1) of this section. This description may be consistent in its degree of specificity with descriptions for similar positions in the same company location or bargaining unit, but shall include the requisite skill, education, or other qualifications, and duties of facility personnel assigned to each position; (3) a written description of the type and amount of both introductory and continuing training that will be given to each person filling a position listed under subsection (d)(1) of this section; (4) records that document that the training or job experience required under subsections (a), (b), (c), of this section has been given to, and completed by, facility personnel. (e) Training records on current personnel shall be kept until closure of the facility. Training records on former employees shall be kept for at least three years from the date the employee last worked at the facility. Personnel training records may accompany personnel transferred within the same company. Correct immediately by keeping a copy of the training records at this facility and submitting a copy to the EHD by September 19, 2013. 125. Copies of used oil hazardous waste disposal records for January 2012 through July 2012 were not available for review upon request. Hazardous waste generators shall retain copies of all manifests signed off by the disposal facility and all receipts used in a consolidated manifesting procedure on site for three years and have them readily available for review. Immediately locate a copy of all manifests and receipts for the last three years, maintain them on site, and submit copies to the used oil disposal receipts to the EHD by September 19, 2013. 133. This facility does not have a hazardous waste tank assessment certified by a professional engineer for the used oil tank. At this time the facility has a preliminary written assessment in which the professional engineer has noted discrepancies on page 2 and A-3 that the professional engineer has identified as needing to be corrected before he will provide final certification. Owners or operators of tank systems or components shall ensure that the foundation, structural support, seams, connections, and pressure controls are adequately designed and that the tank system has sufficient structural strength, compatibility with the waste(s) to be transferred, stored or treated, and corrosion protection so that it will not collapse, rupture, or fail. The owner or operator shall obtain a written assessment reviewed and certified by an independent, qualified, professional engineer, registered in California in accordance with ALL EHD STAFF TIME ASSOCIATED WITH FARING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE.
