SAN )OAQUIN Environmental Health Department
Complaint Record Daily Time and Activity Summary from 1/1/2019 to
10/18/2019 for C00050290 located at
1535 E. PESCADERO AVENUE
Activity Date Recorded by
10/07/2019 Review of lab analyticals for the two roll-off bins of fire debris received on 9/16/19 PE 2546 FLORIDO
36 min and 10/7/19. The fire debris is non-hazardous for CAM 17 metals and aquatic SC 544
toxicity.
10/10/2019 Review of lab analytical and researched hazardous waste regulations about PE 2546 FLORIDO
30 min cyanide waste, after Elena Manzo, Ld Sr REHS, brought up her concern regarding SC 007
the 0.0074 mg/kg of reactive cyanide detected. Forwarded lab results to Garrett
Backus, Ld Sr REHS, for his input on the lab results. Discussion with Garrett
regarding the complaint and lab results.
10/11/2019 Further review of lab analytical, per questions posed by Garrett Backus, Ld Sr PE 2546 FLORIDO
30 min REHS. Garrett agrees that based on the lab analytical, the fire debris waste is not SC 007
hazardous for reactivity, and it is not a P030 [Cyanides (soluble cyanide salts), not
otherwise specific] waste.
10/16/2019 Received the following email from Jamie Haines: "Attached is the receipt for the PE 2546 FLORIDO
18 min recycling of the scrap metal. Please let me know if it is now acceptable to dispose SC 544
of the two roll-offs as non-regulated non-RCRA solid waste to the landfill."
Reviewed scrap metal recycling receipt. Discussed complaint with Elena Manzo.
Emailed Jamie letting him know that based on the lab results, the remaining fire
debris waste in the two roll-off bins may be disposed of as non-hazardous. Notified
Jamie to submit the final disposal record for the fire debris. Jamie agreed.
10/18/2019 Received and reviewed the disposal record for the remaining fire debris, received PE 2546 FLORIDO
24 min from Jamie Haines. Gathered and organized complaint documentation and SC 544
submitted to Elena Manzo, Ld Sr REHS, for abatement.
