SANJ O A Q U I N Environmental Health Department <br /> Complaint Record Daily Time and Activity Summary from 1/1/2019 to <br /> 10/18/2019 for C00050290 located at <br /> 1535 E. PESCADERO AVENUE <br /> Activity Date Recorded by <br /> 08/08/2019 Received Cal OES report#19-5062 reporting the release of 330 spray paint PE 2546 FLORIDO <br /> 102 min aerosol/combustible products into the atmosphere that were in a semi truck fire SC 544 <br /> that caught fire. According to the report, the Fire Department handled the <br /> containment and a contractor is performing the clean-up. <br /> Called and verified the above information with Derek Early of Hazmat 1, who <br /> reported the incident on behalf of the responsible party, YRC. No drains or <br /> waterways impacted, per Derek, and Patriot Environmental is on site conducting <br /> the clean-up. Waste generated so far, per Derek: three 55 gal drums of aerosol <br /> cans, three 55 gal drums of oily debris, and additional fire debris placed on <br /> visqueen. The fire debris to be placed in two 15 yd roll-off bins. Called Jaime <br /> Haines, YRC Safety Coordinator and responsible party contact, and left him a <br /> voice message. <br /> Discussed complaint with Garrett Backus. Prepared for complaint inspection. <br /> Arrived on site and met with Derek Smith of Patriot Environmental and Marc <br /> Murdoch, YRC Distribution Center Manager. Incident location is at loading dock <br /> gates 98-106. Observed dark staining on the concrete ground, which Patriot states <br /> they are going to pressure wash and contain the rinsate on 8/9/2019. No drains or <br /> waterways impacted. At the time of inspection observed three 55-gallon drums <br /> containing waste aerosol paint cans, three 55-gallon drums containing oily debris, <br /> and fire debris placed on visqueen, had been generated. Patriot waiting for roll-off <br /> bins to arrive to place the fire debris in. <br /> According to YRC and Patriot, the six waste drums generated are to be disposed <br /> of as hazardous waste. Samples of the fire debris will be taken to a lab for <br /> hazardous waste determination, and a hazardous waste determination for the <br /> rinate, once generated, will also be needed. Waste will remain on site, per Patriot. <br /> Left site. <br /> 08/09/2019 6:32am Received a call from Patriot contractor Derek Smith (916) 919-3620 letting PE 2546 DAI <br /> 18 min me know that they are heading out to pressure wash the YRC Trailer fire that SC 907 <br /> happened yesterday at YRC on 1535 E Pescadero Ave, Tracy, CA 95304. Derek <br /> said that they will most likely be arriving at the location around 7:15am and clean <br /> up will be completed around noon, but he will give EHD a call if it looks like clean <br /> up will be completed earlier. <br /> 6:47am Gave Muni a call to let him know I received a call from Partriot contractor <br /> Derek Smith who is heading out to pressure wash the YRC Trailer filed that <br /> happened yesterday. Muni told to me let the person on C know that a cleanup will <br /> be happening there today. <br /> 08/09/2019 8:00am Informed C person Lydia that a clean up at the YRC in Tracy will be PE 2546 DAI <br /> 18 min happening today and that they plan to complete cleanup by noon and that the SC 544 <br /> clean up contractor contact will be Derek Smith from Patriot (916) 919-3620 . <br /> Page 1 of 4 <br />
