Called SJC General Hospital and received complaint PE 2546 FLORIDO <br /> 96 min regarding a potential oil release from a sinking vessel in Little Potato Slough, SC 977 <br /> reported by Aaron of the California State Warning Center(916-845-8911). <br /> Called and spoke to Aaron who verified the complaint information (Cal OES <br /> Report#19-5793) and stated he received the complaint from NRC (NRC Report <br /> #1257542), who in turn received the complaint from Military (Coast Guard) Petty <br /> Officer(PO) Archer (415-399-3530, 415-399-7300). <br /> Called and spoke to PO Archer who provided the following additional information: <br /> David Lockard, vessel owner, reported the complaint to PO Archer. The vessel, <br /> named Chaleur with number 1116488 (according to Cal OES report) is located in <br /> shallow water in Little Potato Slough near the intersection of Empire Tract Rd and <br /> Eight Mile Rd. David is attempting to prevent the vessel from sinking completely by <br /> using pumps to pump out water from vessel. The vessel is tied to a larger vessel. <br /> Oil sheen has not been observed on the water. David does not have a cell phone <br /> number, nor a mailing address since he lives on his vessel. Per SJC Sheriffs, <br /> David Lockard is a vagrant. Two SJC Sheriffs are en route to the vessel, but PO <br /> Archer did not have their ETA. <br /> Called Muniappa Naidu, CUPA Program Coordinator, and left him a voice <br /> message to call me back. As I was calling the SJC Sheriffs Office, I received a <br /> call back from Muniappa. Discussed complaint with Muniappa. <br /> Called and spoke to Robert McClellon, Small Public Water Systems Program <br /> Coordinator, to notify him of the complaint of the potential oil release into the <br /> slough. <br /> Called and spoke to Brianna, of SJC Sheriffs dispatch, who stated SJC Sheriffs <br /> were aware of the complaint, however she did not have their ETA. She stated she <br /> made a note to have the SJC Sheriffs Boating Unit to call me back. <br /> 2:00 PM - END. <br /> 3:00 PM - Received a call from PO Archer who stated two SJC Sheriffs arrived on <br /> site and reported that a 2,500 gallon oil/fuel tank is on board the vessel and <br /> appeared to be 50% to 100% full. PO Archer estimates at least 1,200 gallons of <br /> oiVfuel is on board. PO Archer reported the SJC Sheriffs had already left the site <br /> and did not have their contact info. Two Coast Guard Pollution Response <br /> Specialists are en route to site to investigate, and their ETA is 5:30 PM. PO Archer <br /> provided Pollution Specialist Raymond's phone number, 510-928-9939. PO Archer <br /> reported that the vessel is near land that is accessible via vehicle. Archer stated <br /> that if the vessel owner is unable to prevent his vessel from releasing pollution into <br /> the water and cannot clean-up the release or pay a contractor to clean-up the <br /> release, the Coast Guard will hire a contractor to conduct the clean-up. <br /> Called and spoke to Abigail, of SJC Sheriffs dispatch, who stated she did not have <br /> the contact info for the Sheriffs who visited the site, but that they will call me once <br /> they are available.
