PE 2546 FLORIDO 210 min Met with Andrew Christopherson and Jason Raymond, Coast Guard Pollution SC 052 Response Specialists, and Kelly and Robert Pain of the DA's office. Toured vessel Chaleur and met with the vessel owner, David Erick Lockard. Observed oily sheen on the water around the vessel. The Coast Guard's contractor, Global Diving & Salvage, had deployed boom around the vessel to contain the oil sheen. 09/10/2019 Filling out time card and over time slip. Printed screen shot of over time narrative. PE 2546 FLORIDO 24 min Provided time card, over time slip, and narrative to Muniappa Naidu, CUPA SC 007 Program Coordinator, for his review. 09/10/2019 Completed and printed Prop 65 and Emergency Response Record Form with the PE 2546 FLORIDO 90 min site map. Generated photo log. Organized complaint documentation. Discussed SC 052 Prop 65 with Elena Manzo, Ld Sr REHS, since I did not know who to mail the Prop 65 to. I will discuss this issue with Muniappa Naidu. Notes: A Notice To Abate was not issued, per Michelle Henry, CUPA Enforcement Coordinator; the responsible party information needs to be confirmed; this complaint is being looked at by the DA. 09/10/2019 Per Muniappa Naidu and Michelle Henry, I will contact Robert Paine to try to obtain PE 2546 FLORIDO 12 min David Erick Lockard's email address and/or other contact information, so that I SC 052 may send him the Prop 65. This complaint will be abated as being referred to the DA. 09/11/2019 Called Robert Paine, DA Investigator, and obtained the vessel owner, David Eric PE 2546 FLORIDO 30 min Lockard's, email address: ericlockard20l7@yahoo.com. Lockard does not have SC 052 any other means of communication. Robert stated he received a call on 9/10/19 in the late afternoon from the Coast Guard, who informed him that the vessel was taking on water rapidly and that more pumps were en route to the vessel to be used to continue to pump out the water. I called Michelle Henry and left her a message regarding the update on the vessel. I emailed David Lockard a copy of the Notification of Hazardous Waste Discharge (Prop 65)with a copy of my business card.
