S A N J O A Q U I N Environmental Health Department <br /> Complaint Record Daily Time and Activity Summary from 1/1/2019 to <br /> 9/11/2019 for COHBWMPSB located at <br /> LITTLE POTATO SLOUGH <br /> Activity Date Recorded by <br /> 09/08/2019 10:12 AM- Received a call from Chief Christopherson, who stated Global Diving & PE 2546 FLORIDO <br /> 90 min Salvage has been contracted and will begin removing the hazardous SC 977 <br /> waste/material on board the vessel. He reported the vessel has not sunk <br /> completely. He observed a broken sheen on the water, approximately 25 ft long. <br /> He stated that based on SJC Sheriffs report, he suspects at least 1,200 gallons oil <br /> on board. He stated the local OSPR Warden is not on site, due to the continued <br /> emergency in Lake Tahoe. <br /> Called and updated Muniappa on the complaint. <br /> Called back Christopherson and asked him if he requests that I be on site. <br /> Christopherson stated "it wouldn't hurt" to have me on site, and he stated he could <br /> take me to the sinking vessel on a boat. I informed him that SJC EHD's jurisdiction <br /> is limited to the land, and we refer releases to waterways to the Coast Guard and <br /> FSW. However, if I am requested to be on site, I will respond and all of my time <br /> spent is billable. Christopherson understood and did not request that I respond. <br /> Christopherson stated boom and absorbent would be applied to the water to <br /> contain as much sheen as possible. <br /> Called and spoke to Robert McClellon to notify him that the Coast Guard reported <br /> observing a 25 ft long sheen near the sinking vessel in Little Potato Slough, and <br /> that the Coast Guard has hired a contractor to conduct a clean-up. <br /> 10:36 AM- END. <br /> 11:36 AM- Received a text message from Coast Guard Pollution Specialist Jason <br /> Raymond (510-697-9664) stating that OSPR Warden Mitch Goode is the Warden <br /> informed of the sinking vessel. I requested Jason Raymond to notify me when the <br /> clean-up is complete, the status of the vessel at the end of the cleanup, the <br /> amount of waste removed from the vessel, and a copy of the waste disposal <br /> record/hazardous waste manifest. I provided Jason with my email address. <br /> 11:42 AM- END. <br /> 5:00 PM - Received a call from Christopherson who reported the vessel did not <br /> sink due to another vessel owner providing David Lockard with stronger pumps to <br /> pump out the water from the vessel. He reported 500 gallons of oily water was <br /> removed from a sensor tank located in a battery room on the vessel. NRC is to <br /> remove the rest of the oily water from the tank tomorrow. Eight car batteries also <br /> found in the battery room. Port fuel tank also found in battery room, but unclear if it <br /> contains fuel. The engine room took on water and contains an oily water tank, <br /> unclear if that oily water was removed. The steering room did not have anything in <br /> it. A 55 gallon drum of oily water also found on board, along with various oily waste <br /> and rags throughout the vessel. Christopherson stated he and NRC are to be on <br /> site tomorrow sometime between 7:30 AM and 8:30 AM to continue the removal of <br /> hazardous waste from the vessel.
