These materials will be <br /> provided to the project applicant by the Community Development Department at the time of <br /> building permit application. <br /> San Joaquin Council of Governments <br /> The San Joaquin Council of Governments states the project is subject to the San Joaquin County <br /> Multi-species Habitat Conservation and Open Space Plan. Participation in this plan will mitigate any <br /> impacts to any endangered species to a less than significant level. However, because the proposed <br /> project does not involve ground disturbance at this time, the mitigation will be required at the time of <br /> building permit application. <br /> Mitigation <br /> The General Plan Amendment and Zone Reclassification applications are intended to provide a <br /> method to amend the General Plan and reclassifying property zoning as provided in the California <br /> Government Code. Unlike a Site Approval or Use permit application, a General Plan Amendment or <br /> Zone Reclassification does not review a specific land use and,therefore, does not result in conditions <br /> of approval to mitigate to an acceptable level, any potential adverse effects of the use. <br /> However, the Community Development Department requires applicants of General Plan Map <br /> Amendments and Zone Reclassifications to submit plans for the underlying development project <br /> concurrently and the department includes the underlying project information in its referrals. In some <br /> cases, an agency will respond to a General Plan Amendment and/or Zone Reclassification referral <br /> with mitigation measures to be initiated at the point of future ground disturbance for the underlying <br /> project.
