The County shall require the minimum standards for stormwater drainage system <br /> improvements provided in Table IS-3 for the approval of tentative maps and zone <br /> reclassifications. <br /> General Plan 2035 Policy Document Table IS-3 (Page 3.2-41) <br /> New development in urban communities shall have access to a public drainage system, with <br /> terminal drainage. <br /> • The project site is under the jurisdiction of the Mokelumne Acres Municipal District. <br /> The applicant has submitted a "will serve" letter from the San Joaquin County <br /> Public Works Department, which oversees the District, confirming that there is <br /> capacity to accept storm water drainage from the project site. <br /> Bases for Zone Reclassification <br /> Development Title Section 9-812.4 states that prior to approving an application for a Zone <br /> Reclassification, the Planning Commission and Board of Supervisors shall determine that all of <br /> the following are true: <br /> A. The proposed zone is consistent with the General Plan, any applicable Master Plans, and any <br /> applicable Specific Plan; <br /> • The proposed Medium Density Residential (R-M) zone is an implementing zone of <br /> the Medium Density Residential (RIM) General Plan land use designation. If the <br /> General Plan designation is changed to RIM, then the zone change to R-M will be <br /> consistent with the General Plan. <br /> • Woodbridge has a Special Purpose Plan — Woodbridge Design Guidelines that <br /> applies to non-residential development within the Community Commercial (C-C) <br /> Zoning District of Woodbridge. The project parcels are currently zoned C-C and any <br /> commercial development would be subject to the Design Guidelines. However, if <br /> these applications are approved as proposed, the Design Guidelines will no longer <br /> be applicable to development on the subject parcels. <br /> B. The proposed zone district is reasonable and beneficial at the time. <br /> • The proposed Zone Reclassification is reasonable and beneficial at this time <br /> because public water, sewer, and storm drain services are available at the site. <br /> Public services are a requirement for the General Plan Map Amendment and Zone <br /> Reclassification applications. Additionally, approving the zone reclassification will <br /> likely result in development of a Small Multi-Family residential project, which is a <br /> permitted use, and is consistent with the proposed R-M zoning and with the <br /> surrounding residential uses. <br /> Cultural Resources <br /> The United Auburn Indian Community (UAIC) responded to the project referral with a request for <br /> a consult and a request for copies of any archeological studies and environmental documents <br /> prepared for the proposed project. In the course of the consult, the UAIC provided information <br /> materials to be made available to the project applicant with the understanding that any future <br /> ground disturbance to the project site is subject to the protection measures and protocols for <br /> inadvertent discoveries of archeological resources, as outlined in "Respect on the Project for <br /> Planning Commission Staff Report, Item #1 12/05/2019 — PA-1900037, 31 (GP, ZR) 6 <br />
