STORMWATER <br /> General Plan 2035 Policy Document Stormwater Drainage, Policy IS-7.2 (Page 3.2-41) <br /> The County shall require the minimum standards for stormwater drainage system <br /> improvements provided in Table IS-3 for the approval of tentative maps and zone <br /> reclassifications. <br /> General Plan 2035 Policy Document Table IS-3 (Page 3.2-41) <br /> New development in urban communities shall have access to a public drainage system, with <br /> terminal drainage. <br /> • The applicant has submitted a Will Serve letter for storm drainage from the San <br /> Joaquin County Public Works Department. <br /> Bases for Zone Reclassification <br /> Development Title Section 9-812.4 states that prior to approving an application for a Zone <br /> Reclassification, the Planning Commission and Board of Supervisors shall determine that all of <br /> the following are true: <br /> a) The proposed zone is consistent with the General Plan, any applicable Master Plans, and any <br /> applicable Specific Plan; <br /> • The proposed Medium Density Residential (R-M) zone is an implementing zone of <br /> the Medium Density Residential (R/M) General Plan land use designation. If the <br /> General Plan designation is changed to R/M, then the zone change to R-M will be <br /> consistent with the General Plan. <br /> • Woodbridge has a Special Purpose Plan — Woodbridge Design Guidelines that <br /> applies to non-residential development within the Community Commercial (C-C) <br /> Zoning District of Woodbridge. The lots that are the subject of these applications <br /> are currently zoned C-C and any commercial development would be subject to the <br /> Design Guidelines. However, if these applications are approved and the General <br /> Plan designation and zoning classification become Medium Density Residential,the <br /> Design Guidelines will no longer be applicable to development on the lots. <br /> b) The proposed zone district is reasonable and beneficial at the time. <br /> • The proposed Zone Reclassification is reasonable and beneficial at this time <br /> because public water, sewer, and storm drain services are available at the site. <br /> Public services are a requirement for the General Plan Map Amendment and Zone <br /> Reclassification applications. Additionally, approving the zone reclassification will <br /> likely result in development of a small multi-family housing project which is <br /> consistent with the proposed R-M zoning and with the surrounding residential uses. <br /> Cultural Resources <br /> The Community Development Department received a comment letter from the United Auburn <br /> Indian Community (UAIC) stating that their records do not show any previously recorded <br /> resources of tribal importance in the project area. However, the area in general is sensitive for <br /> the presence of buried resources. The UAIC is requesting consultation for the project. <br /> 4 <br />
