District CEQA Reference No: 20190976 Page 2 of 3
(PM2.5). Therefore, the District concludes that the Project would have a less than
significant impact on air quality when compared to the above-listed annual criteria
pollutant emissions significance thresholds.
2. Based on the information provided to the District, the proposed Project would not
equal or exceed 9,000 square feet of educational space. Therefore, the District
concludes that the proposed Project is not subject to District Rule 9510 (Indirect
Source Review).
1. The project includes the removal of an existing building. In the event that any portion
of an existing building will be renovated, partially demolished or removed, the project
may be subject to District Rule 4002 (National Emission Standards for Hazardous Air
Pollutants). The Asbestos Program covers most renovations and all demolition
projects in the San Joaquin Valley air basin. Elements of the Program include Survey
and Notification Requirements prior to beginning a project. If you have any questions
concerning asbestos related requirements, please contact the District's Compliance
Division at (209) 557-6444.
The District's Asbestos Requirements Bulletin can be found online at
http://www.valleyair.org/busind/comply/asbestos-0514.htm.
3. The proposed Project may be subject to District Rules and Regulations, including:
Regulation VIII (Fugitive PM10 Prohibitions), Rule 4102 (Nuisance), Rule 4601
(Architectural Coatings), and Rule 4641 (Cutback, Slow Cure, and Emulsified Asphalt,
Paving and Maintenance Operations). The above list of rules is neither exhaustive nor
exclusive. To identify other District rules or regulations that apply to this Project or to
obtain information about District permit requirements, the applicant is strongly
encouraged to contact the District's Small Business Assistance Office at (209) 557-
6446. Current District rules can be found online at:
www_valleyair.org/rules/1 ruleslist.htm.
4. The District recommends that a copy of the District's comments be provided to the
Project proponent.
