'San Joaquin County PubliQealth Services 2 January 2, 1991 <br /> 4•� <br /> PURPOSE AND SCOPE <br /> Subject to your acceptance of this work plan, ESE's plan to. investigate the soil, <br /> and groundwater. includes: <br /> • Preparation of a Site Health and Safety Plan covering - the field operations <br /> associated with this investigation. <br /> • Conducting a Phase I Soil Characterization in the vicinity of the underground <br /> gasoline storage tank and dispenser, including the drilling of two soil borings, <br /> sampling and laboratory analysis of four to six samples from these borings for <br /> the presence of total petroleum hydrocarbons as gasoline and diesel, and fuel <br /> constituent volatile aromatics. <br /> • Preparation of a Report of Findings documenting the field activities, analytical <br /> results, data analysis, conclusions and recommendations resulting from the <br /> soil investigation.. <br /> BACKGROUND <br /> In October 1991, Earth Systems Environmental. was contacted by Mr. Chris <br /> Stock of Stock's Automotive and Marine Repair. Mr. Stock stated that he had <br /> discovered an area adjacent to his shop which appeared to be a former gasoline <br /> dispenser island. Upon further investigation on site and through .contact with the <br /> previous owner, it was determined that there exists a 500 gallon gasoline. storage tank <br /> at this location. Due to the age of the storage tank, approximately 50 years, there is a <br /> possibility that. this tank has -released . hydrocarbon contamination to the <br /> surrounding soil. <br /> HEALTH & SAFETY PLAN <br /> In accordance with Federal Occupational Safety and Health Administration <br /> (OSHA) Rule 1910.120, a site Health and Safety Plan has been prepared to protect our <br /> workers at the site. The potential presence of hazardous . and/or . contaminated <br /> materials at the site may exist as related to accidental releases of hydrocarbons from <br /> the underground gasoline tank on site. Our field personal have been certified for <br /> hazardous materials work . in accordance with OSHA requirements. . The Health and <br /> Safety Plan establishes personal protection standards, responsibilities of supervisors <br /> and workers, and emergency response measures.
