HazeIton Avenue <br />Stockton, CA, 95205 <br />Project: Early Consultation for Application No. PA-1900143 <br />District CEQA Reference No: 20190892 <br />Dear Mr. Hernandez: <br />The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed the <br />project referenced above consisting of construction of an unmanned trailer parking and <br />storage facility for a maximum of 200 trailers which will include construction of a 80 square <br />foot bathroom (Project) located at 26901 South Hansen Road, in Tracy, CA. The District <br />offers the following comments: <br />District Comments <br />1) The District's initial review of the Project concludes that emissions resulting from <br />construction and/or operation of the Project may exceed the following thresholds of <br />significance: 100 tons per year of carbon monoxide (CO), 10 tons per year of oxides <br />of nitrogen (N0x), 10 tons per year of reactive organic gases (ROG), 27 tons per <br />year of oxides of sulfur (S0x), 15 tons per year of particulate matter of 10 microns <br />or less in size (PM10), or 15 tons per year of particulate matter of 2.5 microns or less <br />in size (PM2.5). The District recommends that a more detailed preliminary review <br />of the Project be conducted. The additional environmental review of the Project's <br />potential impact on air quality should consider the following: <br />1a)Project Emissions should be identified and quantified. <br />i) Construction Emissions: Construction emissions are short-term emissions <br />and should be evaluated separately from operational emissions.
