UNJOAQUIw Environmental Health Department <br /> 0UN 1 `Y- <br /> Complaint Record Daily Time and Activity Summary from 7/13/2019 to <br /> 9/13/2019 for C00050314 located at <br /> 17000 E HWY 120 <br /> Activity Date Recorded by <br /> 08/13/2019 12:47pm Received a page from Yvonne about an ammonia vapor release from PE 2546 DAI <br /> 24 min Wine Group 17000 E State Hwy 120 SC 544 <br /> Ripon, CA 95366. <br /> 12:48pm Called complainant Mark McPherson (209)495-2341 to ask about the <br /> ammonia vapor release. They are uncertain about the amount of ammonia that <br /> was release, but believe it was a small amount from their jacketed wine tank. The <br /> ammonia may have absorbed into the foam of the jacketed wine tank. When they <br /> were evacuating the jacket and the tank everything was empty. There were no <br /> exposures and the evacuation happened under maintenance. <br /> Went to let Haza know I received a page for an ammonia gas release and to know <br /> if a complaint should be generated from the information received. I provided Haza <br /> with contact information for Mark McPherson. Haza spoke with Mark and let me <br /> know that a complaint should be generated. I returned the pink complaint slip to <br /> the front counter so that a complaint may be generated. <br /> 08/13/2019 SJC EHD received an ammonia release notification from Mark McPherson with PE 2546 SAEED <br /> 120 min Franiza Winery located at 17000 E HWY 120, Ripon, CA today around 12:45pm. SC 544 <br /> At 12:55pm I called Mark, and told me while they were doing their walk around <br /> this morning, they noticed an ammonia odor at Tank#2046. It is believed that the <br /> ammonia odor is coming from this jacketed tank. The release was stopped and <br /> isolated, ammonia was pumped down, and the tank has been evacuated. There <br /> was no evacuation or exposure due to the release. The facility has contacted a <br /> contractor to remove the insulation on the tank to determine the point of the <br /> release. The facility started the incident investigation, and will calculate how much <br /> of an ammonia released to the atmosphere. <br /> I discussed the incident with Muni, and Muni asked me to response and issue a <br /> notice to abate. <br /> At 2pm I left the office to respond to the release. I arrived onsite at 2:30pm and <br /> met with Mark. I inspected the tank and took photos. The tank/insulation from <br /> outside looked fine, and no sign of insulation damage that could cause the <br /> release. I advised Mark to generate Cal OES spill report. I left the site at 3pm and <br /> arrived the office at 3:25pm. I issued a notice to abate by email to Mark with <br /> corrective actions to submit the incident investigation report to SJC EHD by <br /> September 12, 2019. <br /> 08/16/2019 Emailed Mark McPherson stating, "Is there any updates in regards the ammonia PE 2546 SAEED <br /> 6 min release? Have the contractor came onsite to remove the insulation?" SC 544 <br /> 08/19/2019 Called Mark McPherson to follow-up on the ammonia release from 08/13/2019. PE 2546 SAEED <br /> 6 min Mark told me that they pressured the wine tank with nitrogen to find out the leak , SC 544 <br /> and the tank lost the nitrogen within 3 hours, and could not determine the point of <br /> the leak. He added that they will start removing the insulation phase by phase to <br /> determine the point of the leak. <br /> 08/19/2019 1 had to re-enter the complaint info in ECR again to generate the emergency PE 2546 SAEED <br /> 60 min response record, and prop 65 because the counter saved the complaint info after SC 007 <br /> 1 save and override mine. <br /> 08/22/2019 Completed the emergency response records, Prop 65, and photo log.
