Salt Lake City, Utah 84126-0948 <br /> 9S81I-0806 <br /> SUBJECT: SOIL CONTAMINATION INVESTIGATION,NORGE <br /> LAUNDRY&DRY CLEANING/DELUXE DRY CLEANERS <br /> SrrES, LODI, SAN JOAQUIN COUNTY <br /> Dear Ms. Russell: <br /> As you are aware the Department of Toxic Substances Control (DTSC) is <br /> requiring owners of contaminated property ideatified during the Potmrial <br /> ' Responsible Parties Search and Source Investigations to conduct further <br /> investigation of soil contamination from volatile organic compounds (VOCs). <br /> Two sites identified during the investigation include Norge Laundry & Dry <br /> Cleaning (Norge) and Deluxe DryCleaners (Deluxe), the properties of which are <br /> owned by American Stores Properties, Inc. (ASPI). Due to limited access, the <br /> DTSC was unable to determine whether VOCs contamination was present in soil <br /> at either of these two facilities, although contamination was documented at a <br /> facility adjacent to Norge. Information gathered by the DTSC and submitted in <br /> ' your response to the Information Request Letter,indicates that dry cleaning <br /> operations occurred at the Norge facility. Additionally, information submitted <br /> regarding operations at the Deluxe facility does not conclusively prove that dry <br /> cleaning did not occur. Consequently, the DTSC is requiring that a workplan to <br /> conduct an investigation into potential soil contamination be submitted for review <br /> and approval for the Norge and Deluxe properties. <br /> The purpose of the investigation is to determine whether soil at the two <br /> facilities is contaminated with VOCs. If soil at either or both of the facilities is <br /> found to be contaminated,then the investigation shall further determine the <br /> vertical and horizontal extent and whether a soil vapor extraction system is needed <br /> to remove the contamination. <br /> The workplan shall include a minimum of the following information: <br /> 1.
