r • • <br /> 1.0 INTRODUCTION <br /> As requested by Sedgwick,Detert, Moran &Arnold, Montgomery Watson has prepared this work <br /> plan for a soil vapor survey at 610 West Lodi Avenue in Lodi, California (the "Site"). The Site is <br /> rcurrently owned by American Stores Properties,Inc. (ASPI), and Lucky Stores, Inc., an affiliated <br /> Operating Division of ASPI, operates Lucky Store No. 110-310 at the Site. Additional detail on <br /> parcel boundaries and timing of acquisitions has previously been provided to the California <br /> Environmental Protection Agency (Cal/EPA) Department of Toxic Substances Control (DTSC). <br /> r ASPI has been directed by the DTSC to investigate the Site for volatile organic compounds (VOC). <br /> The DTSC is requiring owners of properties identified during the Potential Responsible Parties <br /> r Search and Source Investigations for the Lodi Groundwater Site (NERI 1996) to investigate soil <br /> contamination on their properties. Property owners are not being required to investigate <br /> groundwater conditions. <br /> The Lodi Groundwater Site encompasses approximately 600 acres of the central business area of <br /> the City of Lodi (Figure 1). VOCs, particularly tetrachloroethene (PCE) and trichloroethene <br /> (TCE), have been detected in the groundwater that is the primary source of drinking water to the <br /> r residents of the City of Lodi. These detections have forced the City to remove three of twenty four <br /> water supply wells from service since 1989 (NERI 1996). The DTSC, the California Regional <br /> Water Quality Control Board, Central Valley Region (RWQCB), and the City of Lodi have <br /> rconducted ongoing investigations to determine extent of contamination and to identify all potential <br /> parties responsible for the release of VOCs to the soil and groundwater in Lodi. <br /> The VOC contamination in the soil and groundwater beneath Lodi is derived from two principal <br /> r sources: industrial and commercial users have disposed of solvents on the surface and solvents <br /> have accumulated in and leaked from sewer lines downstream of facilities that used solvents. PCE <br /> r has been found at elevated concentrations in samples of soil gas collected along the path of sewer <br /> lines carrying VOC contaminated effluent. VOCs are coincident with cracks or joints in sewer pipe <br /> and are thought to leach directly through the walls of the sewer pipe. Because PCE is commonly <br /> iused as dry cleaning fluid by commercial laundries and dry cleaners, the DTSC has targeted dry <br /> cleaners that operate currently or that have operated historically as potentially responsible parties. <br /> rIn their letter to ASPI, dated March 5, 1996, the DTSC suggests that three dry cleaning facilities <br /> were formerly located on the ASPI property: Swanson's Cleaners, Norge Laundry and Dry <br /> rCleaning (Norge) and Deluxe Dry Cleaners (Deluxe). <br /> 1 <br />
