ASPI has reviewed property records and the information provided by the DTSC and confirmed that <br /> (1) Swanson's was never located on the Site and(2) Norge and Deluxe operated at different times <br /> at the Site at different (but presumably adjacent) addresses within one building which formerly <br /> existed in the western portion of the Site (Figure 2). Deluxe is believed to have operated as a <br /> transfer station only. The possibility exists for dry cleaning to have occurred at Norge. However, <br /> no underground storage tanks (UST) were installed on the parcel in which solvents may have been <br /> stored, and the Norge dry cleaning equipment was self-contained, meaning that the dry cleaning <br /> fluids were not discharged to the sanitary sewer. The fluids were recirculated and were <br /> periodically replenished from either drums or truck deliveries. <br /> The DTSC is requiring that ASPI conduct a soils investigation of the former Norge and Deluxe <br /> facilities. Montgomery Watson has been retained by Sedgwick, Detert,Moran &Arnold and ASPI <br /> to prepare and implement the following work plan which is designed to evaluate, by means of a <br /> soil vapor survey, whether VOCs are present at the Site. The work plan has been prepared in <br /> accordance with the DTSC's request, dated August 1, 1996 (Attachment 1). <br /> 1.1 DESCRIPTION OF THE SITE <br /> The current site address is 610 West Lodi Avenue, which is located in the southwest local area of <br /> the Lodi Groundwater Site. The area is located within the central business district of the City of <br /> ' Lodi (Figure 1). As noted in previous correspondence from ASPI to the DTSC, the current <br /> property is comprised of several parcels having various former addresses (530 through 610 West <br /> Lodi Avenue). However,the current Taco Bell parcel has never been owned or operated by ASPI. <br /> Historical <br /> In 1939, the Lodi Unified School District constructed a bus garage and maintenance building on <br /> ' the southern portion of the parcel. Before the bus garage was constructed there, the parcel was <br /> used primarily for residential purposes (Anderson 1990). Portions of the parcel remained as <br /> residences until the 1950's when the parcel was developed for commercial businesses. The bus <br /> igarage was remodeled in 1967 to house a real estate office, shoe repair shop, and construction <br /> company. The garage was demolished in 1985. <br /> ' Two buildings were built on the west end of the Site; throughout the 1960's and 1970's, various <br /> businesses occupied these two buildings. These businesses included a health salon, a barber shop, <br /> a beauty salon, a hamburger restaurant, a pizza restaurant, and several insurance and real estate <br /> 2 <br />
