A bank was built north of the car wash in the early 1960's.
1
In 1962, the health salon portion of the larger of the two buildings at the west end of the parcel was
converted to the To-Kay Coin-Op Laundry and Dry Clean Center. This business later became
Norge Equipped Laundry and Cleaning Village (Norge Village); the original address was 704 #1
West Lodi Avenue, which became 676 West Lodi Avenue after 1980. Norge Village operated
there until 1978, when the building was remodelled. Deluxe Cleaners was listed in the 1985 city
directory (the directory referencing Deluxe) at 668 West Lodi Avenue (formerly 704 #2 West Lodi
Avenue).
Beginning in 1968,Lucky Stores, Inc. leased and purchased the parcels which currently comprise
the Site. Sometime after 1968 but prior to 1975, Lucky Stores, Inc. built a 22,000-square-foot
store. The 22,000-square-foot store was replaced with a larger 50,000-square-foot store in 1995.
Current
Currently, the only building on the Site is Lucky Store#110-310. Figure 2 shows the current site
configuration and former buildings, including the Norge and Deluxe facilities. Major water and
sanitary and storm sewers are beneath the street in Lodi Avenue and Hutchins Street. Drawings
also identify laterals that may have serviced the bank and former buildings at the west end of the
rparcel, connecting to the mains in West Lodi Avenue west of the parcel. It not known whether
these laterals were capped or abandoned/removed when the buildings were demolished in 1995.
The Lucky Store is currently serviced by utilities that traverse a corridor that parallels the southern
boundary of the parcel.
r1.2 OBJECTIVES OF THE INVESTIGATION
The purpose of the soil vapor survey is to assess the presence of VOCs in the soil beneath the
former Norge/Deluxe facility or beneath sanitary sewer laterals and utilities that serviced the
cleaner. The soil vapor survey will also investigate the extent of soil contamination on ASPI
property that originates from an offsite source (Service Laundry and Dry Cleaning). If the results
of the soil vapor survey identify an onsite source of VOCs in the soil during the investigation,
additional work may be required to delineate the vertical and horizontal extent of impacted soils and
to assess the effectiveness of soil vapor extraction to remediate VOCs should they be identified in
the investigations.
3
