This submittal satisfies Condition
of Approval 2.a. for PA-1800279. Additional EHD conditions of approval for PA-1800279 are
outstanding. Please reference the May 6, 2019 Use Permit Application No. PS-1800279 approval
letter from San Joaquin County Community Development Department (CDD) for information on
these conditions.
• The SSNL was prepared to determine the suitability of the above noted parcel for OWTS
usage and the potential for nitrate to impact groundwater for phase one of five phases for a
proposed large winery on approximately 45 acres. The scope of Phase I is the construction
of a 15,960 square foot warehouse/storage building with offices, a lab with no plumbing
fixtures, a breakroom with a sink, a conference room, and two restrooms.
• The SSNL Study submittal addressed the domestic wastewater to be generated from the
Phase I construction only. The wastewater to be generated from the other four phases will
need to be addressed in a supplemental SSNL study to be submitted before the issuance of
building permits at the time of development. The information in the SSNL indicates the area
is suitable for the proposed OWTS usage and does not pose a significant threat to
groundwater for Phase I only.
• The percolation testing conducted approximately 170 feet east of the proposed Phase I
construction showed a percolation test result of 27.7 minutes per inch. According to the San
Joaquin County OWTS Standards, the minimum soil depth from the bottom of the dispersal
field to highest groundwater must be eight(8)feet. The depth to first water encountered during
geotechnical boring activity in this area in March of 2019 was 10 feet below ground surface.
Therefore, the maximum depth of the dispersal field (leach lines or filter bed) for the new
OWTS is two feet total depth.
1868 E.
