The cumulative potential for <br /> nitrate loading for the remaining phases must be addressed in a supplemental SSNL study to <br /> be submitted before the issuance of building permits at the time of development for Phase II. <br /> This supplement must address the cumulative potential for nitrate loading from all OWTS <br /> sources on the property, including the proposed Phase II maximum usage, two existing <br /> residences, the existing bathroom building, and the Phase I building usage. <br /> • Any OWTS installed on the premises are approved for domestic wastewater discharges only. <br /> Winery production, laboratory, and cleaning process wastewater discharges to a OWTS are <br /> prohibited. <br /> • The location of the new OWTS to be installed for the winery production facility must meet all <br /> current setback requirements, including 150 feet from any water wells that may serve as a <br /> future small public water system source well. <br /> • Section 5.4 of the SSNL Study provides an estimated domestic wastewater flow rate of 2928 <br /> gallons per day for the proposed Phase I building. The discussion indicates that there is an <br /> EHD requirement to use 2000 gallons per day per acre. This statement is incorrect as there <br /> is no such requirement. The basis for estimating the average daily flows from a commercial <br /> establishment is found in Section 6.0 of the San Joaquin County OWTS Standards and is <br /> based on number of employees and visitors. <br /> • The OWTS design calculations, based on the provisions of the San Joaquin County OWTS <br /> Standards using the maximum number of employees and visitors must be submitted to the <br /> EHD prior to OWTS installation permit issuance, along with an updated site map showing the <br /> location of the OWTS and 100% replacement area. This area must be reserved only for <br /> OWTS usage and must be secured from being driven over, parked on, or used for any other <br /> purpose. The new OWTS, based on the design indicated above, must be installed under <br /> permit and inspection from the EHD prior to final occupancy. <br /> • The results of the water well sampling conducted on May 20, 2019 showed Nitrate as Nitrogen <br /> to be 9.4 mg/I, which is 0.6 mg/I less than the maximum contaminant level (MCL) of 10 mg/I <br /> for drinking water. A potable water supply to this facility must be maintained and it is <br /> recommended that the water supply well be tested on a regular basis to ensure the water <br /> remains below the MCL for Nitrate as Nitrogen. A new source well that can meet the <br /> requirements of the California Safe Drinking Water Act may be required at the time the facility <br /> becomes a Small Public Water System (see comment below). <br /> • Before such time that the employees and visitors at this facility reach 25 or more persons for <br /> 60 days of the year or more, a permit to operate a small public water system is required. As <br /> this process may be lengthy, it is recommended that it be initiated at least six months prior to <br /> the time an application to operate a public water system is required. Please reference <br /> Condition of Approval 2.e. in the CDD approval letter for more information. <br />
