Every waste tire generator in California must obtain a Tire Program Identification
Number(TPID). This TPID number is used to track the movement of waste tires from one location to
another. There is no fee associated with obtaining this number. The number can be obtained by calling
CalRecycle at 1-866-896-0600. The link below from CalRecycle's website provides further details
regarding the TPID number:
http://www.calrecVcle.ca.gov/Tires/`TPID/default.htm
California's Waste Tire Laws and Regulations only apply to used and waste tires. In California, the
transportation of 10 or more used/waste tires requires a hauler registration. Registered haulers must fill
out waste tire manifests each time they pick up or deliver a load of used/waste tires. There are a few
ways this regulation affects you. If you plan on utilizing a waste tire hauler to pick up your waste tires,
then that hauler will need to be registered and you need to obtain a manifest each time a load of waste
tires is picked up. These manifests must be retained at the business for 3 years. This also applies when
a waste tire hauler delivers used tires to your facility. A manifest must be obtained for each time a load
of 10 or more used tires is delivered to the business. I have attached a document that explains what a
registered hauling vehicle is required to have. The vehicle should have a decal on the windshield and a
hauler registration available for you to view inside the vehicle. Note that my document is from 2008, so
the decal for today's haulers would start with the number 14-#####(2014). An important thing to
remember is that any time a registered hauler uses their registered vehicle to pickup/deliver used/waste
tires from your location, a manifest is required (even for 1 tire).
An unregistered hauler can deliver/pick up 9 or less used/waste tires at one time. For example, you can
haul 9 used tires in your own pickup truck from one place to another and a manifest is not required.
When is a manifest required?
Registered hauler delivering/picking up ANY amount of used/waste tires—manifest required
Unregistered hauler deliver/picking up 9 or less used/waste tires—no manifest required but a receipt is
recommended
Unregistered hauler deliver/picking up 10 or more used/waste tires—ILLEGAL
I have attached a document that explains how the waste tire manifest should be filled out. Even though
the hauler is the one that fills it out,you should double check the manifest before initialing it to make
sure that it is filled out correctly.
