INTRODUCTION <br /> Mr. John DeMichelis is creating five parcels and a designated remainder from an existing 269 <br /> acre (approximate)parcel which has been owned by the DeMichelis family for several decades. <br /> The attached Parcel Map produced by R. B. Welty& Associates illustrates the proposed Parcels <br /> indicated as Parcel 1, 2, 3,4, 5 and the Remainder of 46.0 acres. According to the San Joaquin <br /> County Development Title, a Surface and Subsurface Contamination Report(SSCR)must be <br /> conducted at the time of Tentative Map submittal. The purpose of this report was to investigate <br /> the subject property for real or potential environmental contamination and report the findings to <br /> the Client and the San Joaquin County Environmental Health Department. This report complies <br /> with the San Joaquin County Ordinance, specifically 9-905.12(a) for a "Surface and Subsurface <br /> Contamination Report." <br /> This investigation addresses and evaluates non-point sources of hazardous materials, as well as <br /> potential point sources. Non-point sources include agricultural chemical residues,high <br /> concentration of nitrate laden groundwater and other contaminants which may have originated <br /> from a wide area or volume. Point sources investigated include fuel storage tanks, septic systems <br /> and/or chemical storage areas. <br /> No chemical analysis was conducted for this investigation nor was there an inspection of the <br /> existing buildings for asbestos containing materials (ACMs). An analysis of the domestic well <br /> serving the house on proposed Parcel 1 must be tested for nitrates and the agrichemical <br /> dibromochloropropane (DBCP) in a Soil Suitability Study. A Suitability Study will be required <br /> by the County Environmental Health Department as stipulated in the Conditions of Approval. <br /> SITE DESCRIPTION <br /> Illustrated on the attached map, the subject property consists of a irregular shaped, flat, 269 acre <br /> parcel. The site is bordered to the north by Avena Road and a dairy facility, and to the east, west, <br /> and south by farmland. It is currently zoned A-2-40. The county soil map for the region <br /> illustrates a Jack Tone clay soil for the majority of the property. Also included in the Appendix <br /> is pertinent information regarding this soil type. <br /> The property, and the entire region has been dry land and irrigated farmed for the last several <br /> decades. The subject property was has been in tomatoes as evidenced by the attached "Pesticide <br /> Treatment and Crop History" reports. It is our understanding there was a small on-site dairy <br /> many years ago. There is a single family residence, barn and outbuildings for a total of four <br /> buildings in the north center of the property. An on-site domestic well and septic systems serves <br /> this and the other mobile home residence.
