4. 0 PROJECT DESCRIPTION <br /> 4 . 1 PROJECT LOCATION <br /> The El Rancho Rock and Sand, Inc. Quarry is located in San Joaquin <br /> County, approximately 10 miles east of Linden, on the east side of <br /> Waverly Road one-half mile south of Shelton Road. The Calaveras <br /> River flows in a westerly direction about 1 1/2 miles north of the <br /> project site. The city of Stockton lies approximately 20 miles to <br /> the west-southwest of the project. The outlines of the E1 Rancho <br /> Rock and Sand, Inc. property are shown on Figure 1, the Location <br /> Map. Assessors Parcel Numbers and Land Use Designations for the E1 <br /> Rancho Rock and Sand, Inc. Quarry and adjacent properties are shown <br /> on Figure 2 . Access to the site is by way of State Route 26, south <br /> along Escalon-Bellota Road, east along Shelton Road, thence south <br /> on Waverly Road approximately one-half mile. Site access is <br /> illustrated on Figure 3 . <br /> 4 . 2 PROJECT OVERVIEW AND OBJECTIVES <br /> The El Rancho Rock and Sand, Inc. Quarry operations entail the <br /> excavation of near-surface rock and sand deposits from portions of <br /> a 480-acre lease holding. The currently permitted area of <br /> excavation (EP 81-9) encompasses approximately 67. 1 acres of the <br /> northern portion of the "lease holding. The project proponents wish <br /> to expand the permitted areas of excavation to include essentially <br /> the entire lease holding, through the expansion of the use permit <br /> for an existing conditional use. This expansion will allow El <br /> Rancho Rock and Sand, Inc. to mine the higher quality reserves in <br /> the southern portion of the lease holding. <br /> The proposed expansion will necessitate the addition of new <br /> equipment and the replacement of some existing equipment to the <br /> processing plant, upgrading and widening of haul roads into the <br /> southern portion of the site and/or the addition of conveyors from <br /> the southern portion of the property to the processing plant. <br /> The proposed expansion of the quarry operation into the southern <br /> portion of the lease holding will consist of a single-phase 23-year <br /> duration excavation operation. A total of 250, 000 tons of material <br /> will be excavated in year one of operation, increasing to 500, 000 <br /> tons per year by year five. The excavation will ultimately result <br /> in a single open pit structure. It is anticipated that excavation <br /> operations will be initiated on the westerly side of the quarry <br /> site, and will progress eastward. Maximum pit depths on the <br /> westerly side will reach 40 feet, while pit depths on the easterly <br /> side are not expected to exceed 20 feet. It is estimated that 5.75 <br /> x 106 tons of reserves are present on site. <br /> 14 <br /> CONDOR <br />
